Worldwide organization of the movement scout

The Worldwide organization of the movement scout (WHO), in English World Organization off Scout Movement (WOSM) is the international organization who supervises the majority of the movements Scouts. WHO sits at Geneva in the district of Plainpalais. She also has an advisory statute within UNO and of several of her committees.

History

Founded in 1922, the Worldwide organization of the Scout Movement or the World Organization off the Scout Movement is a nongovernmental international organization of which the goal is “to contribute to the development of the young people by helping them to fully carry out their possibilities physical, intellectual, social and spiritual, as people, who citizens responsible and who members for the local communities, main roads and international.” The Human rights defined by the United Nations and the institutions found the principles of this organization. It helps to serve, and to educate the young people of the whole world, " without reference of origin, race nor of croyance" , according to the method of scouting.

Organization

The organization is made up of three distinct institutions: the World conference, the world Committee and the world Office. Its financing is composed of the contributions of the members of the world organizations scoutes, of gifts granted by foundations and individuals. Gifts come from the Foundation of world Scouting. The 155 national organizations are directly represented with the World conference to decide large orientation of the movement scout and to elect the world committee charged to implement them: it is the executive body. The goal of the World conference is to promote the unit, the integrity and the development of the world Movement scout. The world Office has the secretariat in its attributions. Only an organization scoute can be recognized by country by WHO. Its recognition depends on its adhesion to the contents and the principles of the Constitution of WHO and of its guarantee to continue to be an apolitical, voluntary independent movement and of voluntary nature.

Policy

According to WHO, “scouting has the role of contributing to the education of the young people in order to take part in the construction of a better world populated opened out people, ready to play a constructive part in the company.

To reach that point:

  • it proposes to the young people to enter, throughout their years of training in a process of nonformal education
  • it uses an original method according to which each one is the principal craftsman of its own development to become an autonomous person, interdependent, responsible and committed.
  • it helps them to develop a system of values based on the spiritual, social and personal principles expressed in the Promise and the law.

Nagy, the general secretary of WHO at the time explained qu'" one says to the young people which are the mechanisms of the civic life, that they must engage in the political life, one indicates the duty to them to express oneself, but one never says to them for which and what it is about voter"

Areas

In addition to these decisional bodies, 6 Areas are used as network of service and communication to support the implementation of the decisions taken by the World conference and to bring a support to the national organizations scoutes.

The Area has in load five functions:

  • to organize international meetings dealing with subjects of general interest for associations,
  • to create work groups on an important matter for scouting,
  • to prepare ls European meetings for the national leaders,
  • to collaborate in a demonstration of a member like festivals folk,
  • to help tired associations which make the request of it.

The Area Europe of Scouting includes/understands 40 Organizations Scoutes Nationales members of WHO. The European Committee has an advisory statute near the Council of Europe. It is associated in turn with the statutory bodies of the institutions of the youth of the Council of Europe: European Centers of Youth and the Funds European for Youth.

The European centers of youth bring an educational and technical support to the preparation, the behavior and the follow-up of the activities of the young people. Each year, several training courses are organized in the Center Europeans of youth for the young credits within organizations and of initiatives of youth. The training courses relate to the European activities of youth, the international cooperation, intercultural education and methodologies of the international work of youth, in particular the intercultural training. Education with the human rights, the training of the persons in charge of minority youth, as well as the formation on the participation of the young people in constructions of civil society in the areas confronted with conflicts or civil wars constitute the privileged work axes of the CEJ. The Funds European for youth brings a financial support with the national or international activities of youth

Every 3 years, the European conference scoute is found and the delegate nationals elect 6 people at the European committee. They are responsible for the execution of the decisions taken with the Conference. The president of the European committee maintains relationship with WHO and particpe with the meetings of the World Committee. The European Office establishes in Geneva holds place of secretariat. WHO and the CRIJ are also members of the European Forum of youth. This forum is an international organization made up of national committees of youth and non-governmental international organizations of youth representing the interests of the young people of the unit of Europe. It is the only platform in Europe which represents the youth organizations attached to the international institutions, in particular the European Union within the European commission of which it takes part in the consultative bodies, the Council of Europe and the United Nations. The Forum of youth is used to make pass information of young people towards the decision makers and vice versa. The European Forum of youth endeavors to give to the young people the means of taking an active part to work Europe and the company in which they/they live. The European Forum of youth defends the interests of all the young people in Europe.
