The Union for the democracy and the social progress ( UDPS ) is a Political party of the Democratic republic of Congo. It was founded on February 15th, 1982 by Etienne Tshisekedi, Marcel Lihau and others. Today, it is directed by Etienne Tshisekedi. He is observant member of the Internationale Socialist.
This letter was, since the military coup d'etat of the November 24th 1965 by which the mode Mobutu had settled with the capacity, the very first non-violent dispute, in the form of an analysis criticizes, rigorous and total of the whole of the political system of the Marshal Mobutu, the very first handing-over in question of the unit of a mode which was up to that point supported by all the Occident, in full cold war and at the moment when Mobutu was at the top of its power and its glory.
The Letter ended in ten proposals inviting Mobutu to democratize the political system in accordance with the aspirations major and legitimate of the population and with the Manifeste of Nsele, document founder of the MPR which, in its design, made MPR a democratic political party beside a second political party whose creation was envisaged in article 4 of the Constitution of the June 24th 1967. For the Thirteen members of Parliament thus, Mobutu was a deviationist compared to the gasoline even MPR and a traitor compared to the major and legitimate aspiration of the population to the advent of a Rule of law sovereign, democratic, pluralist, modern and prosperous in the middle of the Africa.
Instead of listening to the Thirteen Members of Parliament, Mobutu was delivered to repression (relegation in their villages of origin, imprisonments, treatments cruel, inhuman and degrading, tortures, banishments, forfeiture of their civil laws, policies, social…. ).
Having underestimated the determination and the interior resistance of the Thirteen Members of Parliament and the positive feedback which them message had had among many compatriots, Mobutu obtained the completely opposite result: several compatriots joined the Thirteen Members of Parliament in the clandestine fight against the mode of Mobutu; the February 15th 1982, the Thirteen Members of Parliament and the other cofounders who had joined them in the political combat created a second political party of opposition in full dictatorship to Party-State (MPR): union for the democracy and the social progress.
