Traian Băsescu
Traian Băsescu (November 4th 1951, Basarabi, Judeţ de Constanţa) is a former naval officer and current a Rumanian Politician , Maire of Bucharest between 2000 and December 2004 and president of the République of Romania since the December 20th 2004.
Political beginnings
It leaves graduate the naval Institute of Constanţa and becomes Officier of navy for the NavRom company. Between 1981 and 1987, it is captain Biruinţa , the largest ship of the Rumanian navy. Starting from 1989, Băsescu becomes the person in charge of the NavRom agency to Antwerp, the first wearing of Europe. A polemic took place on this employment, knowing that the Communist regime gave such responsibilities abroad only to collaborators for the political police regarded as sure.After the Revolution of December 1989, it enters the political arena beside Ion Iliescu and Petre Roman, quickly becoming Minister for Transport in the governments Roman and Stolojan between 1991 and 1992. It leaves the Front of national hello of Ion Iliescu and follows Petre Roman, founder of the Democratic party (PD) and becomes appointed of this party between 1992 and 1996.
Băsescu directs the team of countryside of Petre Roman at the time of the presidential election of 1996. Novel fails but Băsecsu is re-elected at the Parliament. It becomes again Minister for Transport of the coalition governments of center-right of Victor Ciorbea, Radu Vasile and Mugur Isărescu between 1996 and 2000. Another scandal touches it, this time it is accused in the file Flota , a business of large Corruption concerning the " disparition" ships of the Rumanian merchant navy. The penal file is currently blocked by its presidential immunity.
Charismatic, with a vocabulary popular and close to simple people, he is then elected Maire of the capital Bucharest in 2000.
In 2001, it draws aside Petre Roman and takes the direction of PD. It organizes a new coalition between the Democratic party and the liberal national Party for the elections of 2004: “alliance for Justice and the Truth.” Alliance and Băsescu support the candidature for the presidency of Theodor Stolojan, liberal of right-hand side and former Prime Minister of Ion Iliescu. Băsescu promises in Bucarestois to remain their mayor. Following the mysterious desistance from Stolojan, Băsescu introduces in the name of the coalition vis-a-vis the social democrat Prime Minister Adrian Năstase. In the middle of the presidential campaign of 2004, Băsescu takes the party openly to legalize, in the event of victory, the right to the marriage for the homosexual couples .
Presidency
It gains the second tower of presidential the December 12th 2004 except for two points, and becomes the third president of Romania post-Communist, for a 5 years mandate.
Political crisis
The president is shown by the opposition of “nineteen cases of violations of the Constitution”, in particular by his “partisane attitude and of abandonment of his political role of mediator”, because of his “unjustified refusal to appoint ministers proposed by the Prime Minister” or “to have supported certain economic agents.” An impeachment is then launched and the Parliament votes the April 19th 2007 by 322 votes against 108 and 10 abstentions the suspension from the functions of president Băsescu. This one becomes effective the April 20th according to.
Under the Rumanian Constitution, a referendum is organized on May 19th to decide if the president will take again his functions or is deposed. Băsescu while waiting will remain president of the Republic, but its functions will be provided by the president of the Senate, Nicolae Văcăroiu.
The referendum largely fails: between 75 and 79% of the voters deciding against the dismissal of Băcescu.
