The Community of agglomeration Montpellier Agglomeration
The Communauté of agglomeration Montpellier Agglomération is a French inter-commune structure , located in the department of the Herault and the area Languedoc-Roussillon.
History
August 1st, 2001, old the District of Montpellier, created into 1965, which had gathered 12, then 15 communes, was transformed into Communauté of agglomeration ( Montpellier Agglomération ) cash 38 communes.The constitution of this new perimeter was the subject of a local polemic, much communes refusing to join it. Six communes which refused their fastening with the agglomeration not “to fall under the influence” from Montpellier obtained win the October 30th 2003, with effect at January 1st 2004. On this date, the communes of the Large-Mound, Mauguio, Saint-Ells, Saint-Clement-of-River, Saint-Gély-of-Fesc the and Teyran do not form any more part of this community.
The arguments of the opponents often relate to the personality, considered to be authoritative, of Georges Frêche and by consequence the hegemony of Montpellier in the operation of the community. The majority group of the municipal council of Montpellier holds 50% of the seats of the council of agglomeration, which is a case unique in France.
By order of the prefect of the December 30th 2004, the commune of Palavas-the-Floods joined on January 1st 2005, the Communauté of communes of the Country of Gold (corresponding to the Canton of Mauguio). Although former member of the district, Palavas profits from one amendment to the law which made it possible a commune of leave an authority of intercommunality for another before January 1st, 2005.
A merger plan with the agglomerations of the basin of Thau
In July 2005, the council of the community of agglomeration expressed the wish to amalgamate with the Communauté of agglomeration of the Basin of Thau and the Communauté of communes of the North of the Basin of Thau. This fusion is wished by the three presidents of agglomeration, Georges Frêche (PS), Yves Pietrasanta ( the Greens ) and François Commeinhes (UMP). However on September 21st this merger plan was refused by Michel Thénault, the prefect of Herault. Part of the communes, in particular the municipal council (UMP majority) of Balaruc-the-Baths expressed their opposition to this fusion while calling rather with a simple fusion of both community of agglomeration of the basin of Thau.Within UMP the Biterrois Raymond Couderc (mayor) and Paul-Henri Cugnenc (appointed) do not approve this fusion, while the former mayor UDF of Sète, Yves Marchand the financial assets of this fusion is utopian. On the left the situation is not simpler since one finds green among the opponents as well as the former mayor PCF of Sète, François Liberti.
The motivations of these opponents are multiple: aversion for the personality of the president of the agglomeration of Montpellier, Georges Frêche, fights of influences for its succession on the right like on the left but also concern of the small communes to see melting their autonomy within an assembly elected by the indirect suffrage.
Competences
The distribution of competences between the common ones composing the agglomeration and the agglomeration itself is a major policy issue, not easily perceptible by the inhabitants. In the cultural field for example, although the agglomeration obtained competence the communes do not give up any autonomous action in this field.

The community of agglomeration manages a network of Médiathèque S and of Bibliothèque S. This network, directed by Gilles Gudin de Vallerin, comprises two central media libraries and several “media libraries of district” and the libraries gradually replaced by media libraries:- the central media library Emile Zola in the district Antigone in Montpellier;
- the central media library Federico Fellini in the west of Antigone in Montpellier;
- the media library Jean-Jacques Rousseau (old library Joseph Delteil) in the district of Paillade (or Mosson);
- the media library Victor Hugo in the district of the Cross of money ;
- the media library Federico Garcia Lorca close to the district of Pre arena ;
- the media library William Shakespeare in the district of the Small Hand-barrow ;
- the media library the Station with Pignan;
- the media library Francoise Giroud with Castries inaugurated on September 8th, 2007;
- the library Paul Langevin in the district Hospital-Faculties ;
- the library Jean-Paul Sartre of center town;
- the media library Jean Giono with Pérols (in construction, opening envisaged in the 1st half of 2009);
- the media library Albert Camus with Rabbit burrow (in construction, opening envisaged at the end of 2009).

Economic development
The community built and manages several park of companies specialized: Cape Alpha (innovating health and technologies), Cape Omega (Technologies information and the communication), Cape Gamma (biopharmacie, Biotechnology)Transport
As regards Public transport, competence is currently exerted by two public companies:- the Transport of the agglomeration of Montpellier (TAM), Public limit company of mixed economy manages by Public service delegation the two tram lines, the lines of bus entirely included/understood in the Community perimeter, several carparks montpelliérains and the hiring of bicycles any way and electric bicycles.
- and Herault Transport, emanation of the General advice of the Herault, for the lines whose way continues beyond the communes of the community.
Sports
In the sporting field, the community of agglomeration took again the financial support which the town of Montpellier for several clubs of collective sport exerted. It launched projects of public swimming pools in the communes of the agglomeration. First opened in 2004 with Saint-Jean-with-Védas.
Waste
Since 1991, the District, then the community of agglomeration of Montpellier ensures the collection and the treatment of waste on all the agglomeration.
Composition
The community of agglomeration Montpellier Agglomération gathers 31 communes. The communes announced by a “°” are the fifteen members of old the District of Montpellier.Palavas-the-Floods ° left the community of agglomeration on January 1st, 2005. It belonged to the first common members of the district of Montpellier.
