The department was created during the First Empire, on decision of Napoleon i, the November 4th 1808, with territories taken at the close departments. Indeed, under the Old Mode, the Seneschalsy of Cahors (12 deputies) included/understood four baillages secondary (of which that of Montauban), but the Généralité of Montauban included at the same time the Quercy and the Rouergue. After the creation of the departments in 1790, Montauban was nothing any more but one sub-prefecture of the Batch. This situation displeased extremely with notable montalbanais. The Emperor was thus solicited by the governors of the city and thus created the Tarn-et-Garonne, annexing territories of the close departments. About half of its surface belonged before to the Lot (whose Montauban and Moissac), nearly a third belonged to the Haute-Garonne (whose Castelsarrasin), and the remainder was taken at the departments of Lot-et-Garonne, of the Gers and the Aveyron.

Some support that if one looks at well the cartographic representation of the Tarn-et-Garonne, one could guess a form resembling a hand vaguely, to distinguish the inch…
