The not-emitted stamps are stamps printed in quantity, but which one gave up emitting for various reasons:

Causes of nonemission of a stamp

These causes can be gathered in four categories:
  • Change of tariff;
  • Report of a serious anomaly after the impression of the stamp;
  • Dissensions between administrations.
  • political Considerations.

Not-emitted due to change of tariff

  • One of the oldest postage stamps not emitted because of a change of tariff is the 20c blue Cérès of 1850: This figurine had been printed as from April 1849 to replace the black 20c same series by a clearer stamp on which cancellations would appear better. But, by economy, the administration had wanted to exhaust the black 20c before emitting the new figurine. However, before this exhaustion is carried out, the tariff of the simple letter was carried, on February 3rd, 1850, of 20c with 25c. Consequently the stock of this 20c blue, private of any utility was destroyed. Only some specimens, undoubtedly preserved like documents in proof by the Currency before falling between the hands from the collectors, were preserved.
  • a similar case relates to the Algerian postage stamp of 90c to the " type; street of Kasbah" , printed in 1939, for the simple letters. But a change of tariff of December 1st, 1939, having carried the cost of these letters with 1F, made unusable this 90c for the function for which it was intended. But the specimens of this stamp, with very important pulling initially, were this time not destroyed, but were not overloaded " 1F" , by economy. However the usual providence of the philatelists, or rather of certain post-office employees placed well, still took care, and some 90c virgin of any overload made surface, after the Second world war, at full price high.

Not-emitted due to inter-administrative dissensions

  • Pursuant to a law of December 6th, 1941, a series of 15 stamps of control, illustrated of Francisque de Pétain, was created for the stamping from the official mail, which they are the correspondences between administrations or the official folds addressed to the private individuals. The goal of these stamps was to reveal the effective operating costs of the various public services, by deferring on each one of them the amount occulted up to now of its expenses of correspondence, and while exonerating from as much the budget of the post office.
  • Of course this reform was appropriate of nothing for the other ministries which leagued to block its implementation, and obtained even its official withdrawal in 1944. Thus the stamps necessary to this reform were not emitted, and only a small stock of them, stuck the ones against the others, escaped the destruction then. So that the surviving figurines recovered after takeoff are generally deprived of gum.

Not-emitted due to anomaly detected after the impression

  • It was initially the case for the receipt stamp of 1871, initially printed with a garnet-red burelage. As this garnet darkened the mentions of the stamp, this pulling then was destroyed, then replaced by a blue stamp with burelage. However some specimens discovered recently have escaped with the destruction of stock made useless. These not-emitted stamps are particularly rare.
  • It was the case also for three other revenue stamps of receipts printed in 1915 by the Workshop of the Stamp for an everyday usage, and presenting each one an error of legend. These errors having been raised by an observation of the Council of State, it was then necessary to destroy all the pulling of these three stamps (of the hundreds and the hundreds of thousands of specimens!) to replace them by three new rectified figurines.
  • So that only the discovery, during the years 1990, of some specimens of these erroneous stamps made it possible Henri Barbero to reveal the springs of this business (H. Barbero, “mysterious not-emitted Receipts of 1915”, Le Monde of the Philatelists, January 1997) . These stamps, at the same time erroneous and not-emitted thus united with their scarcity the revelation of an occulted dysfunction of the Workshop of the Stamp, which deserved to be highlighted.

Not-emitted for political reasons

Not-emitted due to disappearance of the transmitting authority

After the First World War, the State of Montenegro ceased existing being then integrated into new the " kingdom of Serb, the Croats and Slovènes" (future Yugoslavia). At the same time, the stock of a series of postage stamps, ordered before by late the small kingdom, remained between the hands of its printer, without it being able to deliver them… nor to be paid. The printer was refunded then by putting the stock of these stamps not emitted on the philatelic market. Following what, these figurines furnished during decades the small pockets for children and the albums with the initial philatelists.

Not-emitted for political inopportunity

In France, it was decided by the Order in Council of April 14th, 1934 to carry out a tax reserve of 3% on the retirements of the war veterans. Admittedly these retirements were weak, and the interested parties found them insufficient. But, as the war veterans were then numerous, this reserve was likely to reduce in a considerable way the load of the State. Also it was printed, for this purpose, two series of 23 stamps comprising the proud currency " For the patrie".

However these stamps remained finally not emitted, and this for 2 reasons:

  • first of all because the war veterans, who had the feeling to have already given " for the patrie" , were likely to feel like a provocation the presence of such stamps on their mandates of payment.
  • then, because the Daussy engraver had not found anything of better than to illustrate of a beam of lictor the second of these series. However the beam, old republican symbol in France, had become meanwhile the badge of the party Italian facist (which had started to him-also by being a gathering of war veterans) .

This bad process could have been worth in Daussy to be congédié, for lack of patriotism, in a time when the Italian fascistic party asserted Savoy, the VAr and Tunisia. It of it was nothing, but, at least, the administration, which had initially approved the project, ravisa it at the last time. These not-emitted stamps were thus destroyed, except of course some specimens collected by people placed well.

Not-emitted premeditated

By exception, certain stamps were " non-émis" in an intentional way:

They are the colonial stamps printed by the Vichy government, of 1941 to 1944, for the colonies attached to free France. However these stamps, sold in Paris to the metropolitan collectors and traders by the Agency of the colonial Postage stamps of the avenue of Bourdonnais, were not likely any to manage to the postal services of the supposed colonies to use them. Were in particular in this case the majority of the stamps of the series for the " Defense of Empire" and for the " Child welfare indigène" , like those of the colonial pairs with medallion of Pétain and those of the colonial series " without R.F.".

The reasons of these settings on sale of unusable stamps were two:

  • the Vichy government obstinately endeavoured to hide with the French the extent of the rallyings to the " Dissidence" (free cf France), and one of the means that point of reaching was, believed it, of denying this obviousness, while persisting in emitting stamps for the colonies escaping its authority.
  • the Parisian administration of the colonies found certainly in the sale of these figurines a source of revenue, unjustified, but welcome.

" not-emitted, émis"

It happened that before giving up the emission of a stamp, the competent authorities sometimes diffused some specimens of them, and that, thereafter, their holders, requested to turn over them sometimes abstained from some. It then happened that these holders themselves or a person of their entourage used them by inadvertency:
  • That occurred, for example, in France, in January 1939, when the first four revenue stamps of communal Taxes were emitted: However of these four values three only corresponded to well defined uses: The 1F50 for the certified copies, the 2F50 for the birth certificates, and the 5F for the marriage certificates. But the 10F, did not correspond to him with nothing!
  • then realizing its mistake, the administration immediately claimed with the communes the return of these 10F without employment, and those were restored to him in the month. Thus with the Town hall of Touquet, in the book of the manager in advance, the mention at January 1st, 1939 of the entry of a sheet of 50 stamps of 10F had disappeared on February 1st, this sheet having been returned.
  • Cependant some communes then omitted to carry out the reference of these stamps, in any event useless. But, a few years later, when the tariff of the certified Copies, passed in 1945 with 3F, was carried to 10F in 1949, and that a new stamp of 10F had been emitted for this purpose, other colors, one lives to bring out in certain communes some specimens not restored of the 10F of 1939 on copies given to the users. Thus this not emitted stamp was it finally emitted.
  • a similar fact occurred in 2001, in Germany, for some postage stamps with the effigy of Audrey Hepburn, given prematurely to a minister like specimens and not restored when the emission was countermanded by it. At some time from there, his wife used them to frank her letters. In all bona fide, certainly, because, if it had intended to benefit from it, it would have had interest to keep at the bottom of a trunk these figurines whose value exceeded the 100.000 DM. At all events, the few found specimens are thus obliterated, which, for not-emitted, is somewhat uncommon. (cf Audrey Hepburn (stamp)).
  • the same adventure had already occurred in 1980, in the same country, for a postage stamp commemorative of the Moscow Olympic Games, whose emission had been countermanded, when the FR of Germany had decided not to take part in it.

Differences enters not-emitted and tests or varieties

Not-emitted and tests

Not-emitted are, one indicated it, of the final stamps printed in quantity to face well defined tax needs.

They thus should not be confused with certain categories of tests become ripe, and printed with some specimens, to facilitate the last choices of colors or paper, etc (cf Épreuves and tests in philately):

  • For example the 10F La Rochelle in the colors cauldron or black are not emitted, but simply of very rare tests of color. In the same way the test of the 75c decorative Arts, in carmine and blue, is it of nothing a " non-émis" , but simply, like the two preceding figurines, a test of color " not retenu".
  • In the same way in tax philately (cf tax Philately), where the figurines of yellow and green proprietary medical Products, although notched and gummed, are tests of colors and not-not emitted.
  • For example also, the 3F of the unified tax series of 1924, which, emitted in green and red, also exists in five other associations of colors in notched and with gum. The known first of these stamps had been discovered by the Martinage general, vice-president of the S.F.P.F., and had been taken initially for one not-emitted. But, after the discovery, in the Chamandrier collection, of four other figurines comprising of the combinations of different colors for the same facial value, it became obvious that they were extremely rare tests of color, but of not-not emitted.

Not-emitted and varieties

One should not either confuse not-emitted with some varieties of color, such as the postage stamp of Algeria of orange 5F of 1943 with the Armoiries type, deprived of its overload " 2F". This last stamp one not-is indeed not emitted, because it had especially been printed out of orange (instead of green) to be immediately overloaded. Thus the accidental appearance of the one of its sheets without overload does not do of them one not-not emitted, but simply a very rare " variety; overload manquante" 2F on 5F.

Switzerland, June 19th, 1999, candidature for the Olympic Games of Sion 2006, the stamps were printed, the sendings intended for the offices of station ready to leave, the trucks were going to start, a delegation of the Post office was present in Sion with a great reproduction of the postage stamp when, early the morning of this June 19th, 1999, the crowd which had invaded the Place of Planted intended Juan Antonio Samaranch to announce: “… Torino!”
