Siim Kallas

Siim Kallas is a Politician Estonia N born the October 2nd 1948 with Tallinn (Estonia). It is European police chief since the November 23rd 2004.

He is married and has two children.

Mr. Siim Kallas took an active part in the return of Estonia to sovereignty and occupied the functions of Prime Minister, of Minister for Finance, Foreign Minister and president of the Central bank as well as European Commissioner.

Biography

Siim Kallas carried out its higher learning with the Université of Tartu (finance and credit) where it obtained its diploma in 1972. It continued then studies of third cycle until in 1975 and is today professor invited to the Université of Tartu.

Under the era Brejnev, of 1975 with 1979 it is with the ministry for finances of the Soviet socialist République of Estonia, then directing of the Savings bank of 1979 with 1986.

At the end of the Eighties, it was one of the first economists of Estonia to introduce the idea of economic independence. Active promoter of this new design, it contributed to a significant degree to install the framework of the Estonian economy.

Father of the Estonian Crown

Of 1991 with 1995, he was the president of the Central bank of Estonia where he was one of the principal architects of the Estonian monetary reform.

In 1992, Estonia adopted its own national currency ( kroon or Estonian Couronne) which it attached to the German Mark by using a mechanism of case of emission. This daring and nonconventional reform was crowned success and constitutes today an excellent example for all the economies of transition in the world.

The Estonians regard it as “the father of the Estonian crown”. The system of case of emission was coupled with the principles of a careful monetary policy and restrictive budgetary doctrines, which continue to form the pillars of the Estonian economy. Siim Kallas was always the champion of these principles and an enthusiastic defender of a budget policy balanced in Estonia.

Political career

Before the fall of Communism, he was member of PCUS. Reconverted with liberalism, it created in 1994 the Parti of the Reform (Estonia) and became the president about it, officially until the autumn 2004). The Party of the Reform represents the thought Libéral E and Démocratique and is member of the liberal Internationale.

He was elected appointed with the Riigikogu (Estonian Parliament) with three recoveries.

Ministerial career

Siim Kallas, occupied the posts of Foreign Minister and Minister for Finance. The Estonian press reproaches him a responsibility in disappearance for ten million US dollars of the Central bank.

He was Prime Minister for the Estonia January 22nd, 2002 until 2003.

European career

Reconverted with the europhilie, Siim Kallas is, since May 2004, date of the adhesion of the Estonia to the European Union, member of the European commission and European Commissioner in charge with the administrative businesses, audit and the fight antifraude.

He pleads for a “ radical reduction of the taxes on the companies ” and estimates that between European countries “ competition as regards taxation is necessary ”, and would prepare a “European initiative of transparency”, to oblige the professional lobbyists to reveal the interests which they represent and their funding sources.
