At the beginning of the Years 1980, Sepp Blatter climbs in the hierarchy of FIFA. In 1981, he becomes general secretary of association. In 1990, it is named executive director and deals with several world cups. In spring 1998, it stands as a candidate to the presidency of the FIFA. It reaches this station the June 8th of the same year.
Since 1999, he is member of CIO. The May 29th 2002, its mandate of president of the FIFA is prolonged.
The presidency of Sepp Blatter is also marked by the publication of two very critical books towards its management of the FIFA. David Yallop publishes thus in 1999 How they stole the range (how they stole the play). It denounces there the management of João Havelange. In the same vein, Andrew Jennings publishes in 2006 red Carton! , where he denounces the management of Sepp Blatter by taking again many data already published by Yallop (elections " truquées" in 1996 and 1998, by exempe), as well as accusations of corruption related to the company of marketing ISL (specialized in the rights TV and commercial of the FIFA). ISL was put in judicially liquidated bankruptcy in 2001 then. The FIFA tried, in vain in both cases, to make prohibit the publication of these works. As of the year 2001, the examining magistrate of the Canton of Zoug Thomas Hildbrand, specialized in the crimes and economic frauds, carries out its survey into the company from now on in bankruptcy ISL. Its investigations led it to search in the offices of the FIFA in Zurich in November 2005, because of strong suspicions of corruption and embezzlement. In May 2002 already, the general secretary of the FIFA, Michel Zen-Ruffinen, had publicly denounced the dysfunctions within the association of football and had criticized the " Blatter" system;. One month later, it was constrained to resign.
Interesting also, its position " négationniste" on doping in the foot: interviewed by France Televisions in September 2006, Blatter denies the existence of doping in the foot, while supporting that the practice of doping in the collective sports in general " do not exist practically pas" since it would not be of any utility. The interview was retransmise for example in the Tv news " Evening 3" from France 3 of the Thursday, December 7, 2006.
