São Borja
São Borja is a city located in the state of the Rio Grande C Sul, in the Southern area of the Brésil, located on banks of the Rio Uruguay, vis-a-vis Argentina, to which it is connected to the city of Santo Tomé by an international Bridge, the Ponte da Integração .
History
São Borja by the invocation of São Francisco Borja, was rested by the Father Spanish Jésuite Francisco Garcia, in 1682 and was installed like zone of effective settlement in 1690. It was the first of the Seven Missions to be organized after the first phase of the Eastern Missions which had been completely destroyed by the attacks of the Bandeirante S Portuguese in the search of Esclave S Amerindian S.
Populated by the Indians in the reductions, under the social jurisdiction of the Jesuits and the political supervision of Spain, São Borja passed under Portuguese domination in 1801, by the conquest of the Territory of the Missions by Borges C Canto, Gabriel de Almeida and Manoel back Santos Pedroso. With the distribution of grounds to the Soldat S the settlement started in an effective way.
Administratively São Borja belonged to the territory of Rio Pardo, of which it was detached by the provincial Resolution of the March 11th 1833, signed by the governor of then, Manoel Antônio Galvão. This résoution validated transfer of Privilege Imperial of October 13rd, 1817, which created the borough of Villa of São Luiz Gonzaga - which was not devoted politically, by fault of means.
The April 4th 1834 the Municipal Room of Rio Pardo lent oath and a municipal Deputy was elected shortly after. By the municipal ratification of the May 21st 1834, was installed the borough of São João and, the May 8th 1846, it was high with the quality of Paroisse. The Law nº 185 of the October 22nd 1850, created the first District of São Borja. Finally, the December 21st 1887 , the condition of city was allotted to him.
Economy
The Laying da Integração
The International Bridge São Borja-Santo Tomé was claimed since many years by the two communities, having already challenged Getúlio Vargas on this subject in the the Thirties.
Engagement on its construction was done starting from the signature of a binational Agreement ratified by both president of at the time, Jose Sarney and Raúl Alfonsín, in 1989. In this agreement, the two countries envisaged to concede the construction of the bridge with private Entreprise S, while falling on the two governments to begin the work of sale of the Concession S. the COMAB - Joint Committee Argentina-Brazil was created to conclude the operation of Privatization.
As soon as they settled with their functions, in 1995, the President of Brazil, Fernando Henrique Cardoso, and the Governor C Rio Grande C Sul, Antonio Britto, reiterated the priority of the company. So that, in February of the same year, at the time of a meeting of work to Foz C Iguaçú, Fernando Henrique and its homologe Argentinian respective Carlos Menem and their Minister S concerned, approved all the decisions of partnership with the private sector taken before, by using the procedure of the Data Room, already employed in Argentinas privatizations.
A Invitation to tender was launched during which twenty-three companies were selected. The November 30th 1995, work was granted to the Consortium Mercovia , formed of the companies Impregilo (Italy), Cigla (Argentinian), Iglys (Brazil), Necon (Argentinian), Chediack (Argentinian) and Usifast (Brazil).
The concession contract was approved the December 12th 1995. To this date, COMAB delivered officially the zone construction of the bridge on Rio Uruguay, between the State of the Rio Grande C Sul and the province of Corrientes, with the Mercovia S.A. By this act began the lease twenty-five years for a private exploitation of the international transit, by the means of a tariff of toll of US$ 9,85 ( 1995 ). The time estimated for construction was eighteen months as from April 1996.
This collaboration was the first concession binationale of public works of the Mercosul and, also, the first partnership " public-privé" from South America. The Bridge was inaugurated the December 9th 1997.
The train
In 1913 was inaugurated the Station of São Borja by the Brazil Great Southern Railway Co. Ltd. , which connected the city to Uruguaiana and Itaqui. In 1938 it was connected more directly to Porto Alegre, via the junction of Lively-Uruguaiana the Oporto line, starting from Dilermando de Aguiar. The line functioned until 1982 starting from Santa Maria, date on which the company, meanwhile natioalized, was conceded at the private company América Latina Logística .
