Rene Jules Gustave Coty , born the March 20th 1882 with the Harbor, dead the November 22nd 1962 with the Harbor, is a statesman French, whose career culminated with its election with the presidency of the French Republic in 1954.
Biography
Its beginnings
Rene Coty was marked by the political and religious convictions of his family. Studies of Right, Letters, Philosophy. Specialized in Maritime law and commercial. Lawyer registered with the bar of the Harbor, it also pleads with the civil there and the penal .Founder of a literary circle in 1905: the Circle Vallonges. Appointed since 1923, it succeeds however Jules Siegfried which it moves away from the Radical party to approach the republican Union and joint with the group of the Républicains of left. He is under-secretary of State inside the from December 13rd to 23rd 1930 in the cabinet Theodore Steeg.
Senator since 1936, it votes the full powerss with the Maréchal Pétain in 1940. Ineligible for this reason with the release, he is rehabilitated as of 1945 for his attitude. During the Second constituent National Assembly (1944-46) it chairs the group of the Republican-Independent it.
Post-war period
Rene Coty is Minister for the Rebuilding and Town planning in the Gouvernement Robert Schuman (1) from November 24th, 1947 to July 26th, 1948, in the Gouvernement Andre Marie from July 26th to September 5th, 1948 and in the Gouvernement Robert Schuman (2) from September 5th to September 11th, 1948.
Election
Vice-president of the the Council of the Republic in 1948, it approached his soixante-douze years at the end of 1953 and one hardly thought of him to succeed the Elysium Vincent Auriol. But, for the first time, whereas up to that point the president of the Republic was quickly elected, the polls lasted for ever at the time of the election of 1953: Joseph Laniel, right-wing candidate, never managed to obtain the absolute majority, necessary in this kind of election. After the tenth turn, it was withdrawn with the profit of Louis Jacquinot, which made even less better, passing even below its socialist rival, Marcel-Edmond Naegelen; it was withdrawn in its turn with the profit of Rene Coty which, without being candidate, had obtained sixty-and-eleven voice. This time, the new right-wing candidate passed from start to twelve votes of the absolute majority; one decided to proceed immediately to the thirteenth turn and Rene Coty was largely elected (December 23rd 1953) to take up duty the January 16th 1954.
President of the Republic
In narrow attributions that the Constitution gave him, it acted with smoothness and dignity, quickly becoming very popular in the heart of the French. One was struck exclamation of his wife, Germaine Coty, when she learned the election from her husband: “And to say that I have just returned my coal for the winter! ”, sentence which was worth the contempt of the snobs and the affection of the people to him. It was shown besides extremely charitable during its short passage to the Elysium (it died in November 1955) so much so that one lives many good people to pour tears.
Call to the de Gaulle General
In May 1958, Rene Coty calls “upon most famous of the French”, De Gaulle. To counter the opposition of the National Assembly dominated by the Left, he threatens to resign at once in the event of refusal of nomination of the General, which would have most probably caused a military coup d'etat. This threat made yield the Left, which dominated with the National Assembly. He then entrusts to the general de Gaulle the task to constitute a government. On this subject, Pierre Mendès France will declare later: “ It is because the Parliament lay down that there no was coup d'etat! ”. The Constitution of the Fifth Republic is promulgated on October 4th and it transmits its capacities to the general on January 8th 1959 by declaring “the first of the French is from now on the first in France”. End of its life

- Once elected President, Rene Coty called upon Marvellous-Duvignaud Charles as General secretary of the Elysium. This last did not wish it and multiplied the objections, always pushed back by Coty.
