Raymond Poincaré
Raymond Poincaré , born the August 20th 1860 with Bar-le-Duc (Meuse) and dead the October 15th 1934 with Paris, is a statesman French, cousin of the mathematician Henri Poincaré.
Biography
Its beginnings
Formed with the policy by Jules Develle of which it was 18 months principal private secretary to the Ministry for Agriculture in 1886, then elected General adviser in the Meuse, Poincaré forged a reputation of moderate politician and reconciling as of its first mandate of deputy of the Meuse in 1887. That did not prevent this wire of polytechnician, itself famous with Paris and entered lawyer with reserve on the political scene, to impose itself on it quickly.
Political career
At thirty-six years, it had already been three times minister: state education (1893), under Dupuy, then finances 1894 - 1895 after the electoral victory of moderate, and again in load of the state education in 1895. It was quite in favor of secularity but provided that this one is released from any anticlericalism, which naturally moved away it from the radicals and the Socialists. Indeed, Poincaré preached " a school neutre" , whose vocation would have been to produce patriotic truths. It can be regarded as the leader of moderate, the republican line.During the Affaire Dreyfus, it adopted a very careful attitude even if it belonged to those which wished to choke the scandal, like all the opportunist ones privileging the reason of State on any other consideration. It was joined the camp supporter of Dreyfus finally, more by legalism that by conviction. That did not bring it closer therefore the left, with which it kept its distances. It did not support absolutely the policy of Waldeck-Rousseau and even less that of Emile Combes. He preferred the Senate with the Room where he represented the Meuse between 1903 and 1913 then between 1920 and 1934. Beautiful dedication, it was elected to the French Academy in 1909 and will be also professor at the schools HEI-HEP
President of the Republic
He was President of the French Republic between 1913 and 1920, during one time marked by the First World War during which he was the craftsman of the Sacred union political and social, at the sides of Rene Viviani or Georges Clémenceau.
Already, from July 13rd to 23rd 1914, it accomplished an official trip in Russia to reinforce alliances two weeks after the attack of Sarajevo. The August 4th, its message is communicated to the Rooms by Viviani: France “will heroically be defended by all its wire, of which nothing will break in front of the enemy the sacred union” .
He does not hesitate, sometimes with the danger of his life, to come to the face (primarily Meuse and Somme) in order to judge moral moved troops and populations. However, after the nomination of Clemenceau as president of the Council in 1917, its role becomes more discrete.
After its presidency
Since 1920, whereas its mandate is not completed, it is made elect senator of the Meuse. Very quickly, it agrees to become again president of the council, in the place of Aristide Briand that Alexandre Millerand, President lately elected in 1920, had dislocated its functions, not approving the way in which it followed his foreign politics. Vis-a-vis the Germany which refused to pay the “war reparations”, it had recourse to the force, making occupy the the Ruhr; but its budgetary austerity measures made it unpopular and, in 1924, after the victory of the Cartel of the lefts, it had to present its resignation, just like president Millerand.One recalled it in 1926 in front of the extent of the financial crisis; it formed a ministry of union then, by preserving Briand at the Foreign affairs, and while returning to a financial austerity policy; the frankly Germinal was replaced by the frankly Poincaré of a value five times less, devaluation which was restricted to ratify the real exchange. Patient and tired, it resigned and withdrew public stage in 1929. Died in Paris in 1934, it is buried in Nubécourt, in its native department.
