Procedure of co-operation
Negotiations take place between the European commission, the council and the Parliament, then, when the procedure of co-operation is applied, the council has the last word if it rules unanimously. The European Parliament can reject in the majority absolute, in second reading a text of the Council of Ministers. This last can écater of this rejection while ruling unanimously. Single case of application: the coordination of the economic policies and monetarists. This procedure largely declining, is replaced by the procedure of joint decision.
