Definition

Etymology The word prefect comes from Latin profectus (that which was put at the head…). The term of prefect thus comes from the Rome Antique. Civil servant sent by the State in a particular spring with a delegation of powers beforehand definite, it gave his name to the Préfecture S.

There existed several civils servant carrying the title of prefect in the ancient Rome:
  • the Prefect of Rome ( præfectus urbi ), charged with the government of the Town of Rome in the absence of the Consul S then Emperor S Romans; it was a senator ordering three then four troops; its role was limited to get a defense with the Sénat;

  • the Prefect of the court, ordering Praetorian Guard, then of vast military regions;
  • the Prefect of Egypt, governor of this essential province of the Roman Empire;
  • the Prefect of the vigils ( præfectus vigilum ), ordering troops of Vigils urbani of fire control;
  • the Prefect of Annone ( præfectus annonæ ),
  • the prefect of the fleet ( præfectus classi ),
  • the prefect of the legions ( præfectus legionibus ) and Prefect of the wings of cavalry ( præfectus alae )
  • the prefect of the camp ( præfectus castris ),
  • the prefect of the treasure ( præfectus ærario ),

In France

In France, the prefect is a civil servant representing State in a department or a area, which are at the same time administrative cuttings and local government agencies.

In Quebec

With the Quebec, the prefect is an elected official who directs a regional Municipalité of county.

In Swiss

  • In the Canton of Bern, prefect (Al Regierungsstatthalter) represents the cantonal government (the Council-executive ) in a district. It has extended administrative capacities: it decides on complaint or recourse against all decisions of the communes, supervises the communes of any statute (local elections, ecclesiastics, middle-class etc), is authority of policve order safety, orders the placements for purposes of assistance, orders the execution of the sorrows and coordinates crisis management.

  • In the Canton of Vaud, the prefect is named by the cantonal executive called Council of State. He is the representative of the cantonal government in the District.
