Phan Văn Khải
Phan Văn Khải (潘文凱, born the December 25th 1933 with Cu Chi, Saigon), was the Prime Minister for the Vietnam of the September 24th 1997 with the June 24th 2006. Re-elected in 2002. He was mayor of Ho Chi Minh Ville of 1985 with 1989.
Biography
As of the old one 14 years, he is member of the movement of the children of the revolution.
At 21 years, Phan Văn Khải belongs to the combatants of anti-colonial resistance against the France and is a sympathizer of the revolution Communiste.
After the Agreements of Geneva of 1954, it settles in the north of Vietnam and takes part in the land reform of the new Communist government of the Vietnam of North.
With old 26 years, it is allowed with the Communist party of Vietnam.
It finishes its studies with the College of the foreign languages of Hanoi then studies the economy during 5 years in the USSR at the University of Moscow.
It is allocated to Vietnam where it integrates the important administration as a economist.
In 1973, Mr. Khai joined the " Vietcong " to form the future communist administration of the southern Vietnam.
In 1974, it returns in Hanoi to work for the national Committee of reunification of the Government.
At the end of the War of Vietnam in April 1975 and the fall of Saigon, it is named vice-director of the planning of the popular committee of Ho Chi Minh Ville.
In 1981, he becomes the mayor-assistant of old Saigon (Ho Chi Minh Ville) then in 1985, is elected by it mayor.
In 1989, it is named at the National committee of the plan.
In 1991, it is named vice-president of the Council of Ministers of the government of Vietnam, member of the political office of the central committee of the Communist party and Deputy Prime Minister in 1992.
In 1997, he is elected Prime Minister and is re-elected in 2002.
In June 2005, it is the first Prime Minister of communist Vietnam to go to the the United States where it meets the president George W. Bush.
Phan Van Khai which had already wanted to resign before and whose Popular Assembly had rejetté her request emitted the wish to pass the hand in April to its Deputy Prime Minister because too old and being tired to him. It was not represented with the elections at the political office of the Communist party, centers real capacity.
The 10th Congress of the Vietnamese Communist party being devoted mainly to the renewal of the political community made it possible Phan Van Khai to propose its resignation with the President of the State, Tran Duc Luong, which subjected it to the parliamentary vote. The Popular Assembly having accepted it, this one left her functions on April 24th, 2006.
