The Patent of road safety or BSR is obligatory to lead a Cyclomoteur and, in the absence of license car, a Voiturette.

He addresses to the young people as from 14 years received with the ESA 1st level (School Certificate of Road safety) last in class of 5th in the colleges or with the Attestation of Road safety (ASR) for those which left the school circuit. No possible BSR if the pupil were readjusted with the theoretical part. To note that recently the holders only of the ESA 2nd level can also prepare with the practice exam of BSR . Addressing mainly thus to the schoolboys, the gendarmerie has conventions with the state education to intervene in the schools and to give this hands-on training and theoretical of a few hours. The passage of this patent enters the policy of Prévention, for the use of the two wheels. BSR being the practical part carried out most of the time in the motor bike school approved. It is not a question of an examination but of an obligation of 5 hours formation. (30 minutes of evaluation except circulation and 4 hours 30 of circulation downtown and on road) each hour of lesson practices in front of being obligatorily separated by at least 1 hour of rest. The pupil can use his own auto-cycle for this hands-on training if it provides a certificate of insurance covering it for that. The ESA 2nd level (theory) last in 3rd is essential to be presented later on to the Driving license.

BSR is obligatory to lead, in the absence of driving license:

  • a auto-cycle as from 14 years, then whatever the age,
  • a carrier (light quadricycle with engine) as from 16 years, then whatever the age,

The obligation to be titular BSR to lead a Auto-cycle beyond 16 years and a carrier as from 16 years applies only to the people born starting from January 1st, 1988.

Where to be registered?

In an establishment approved by the Prefect: Driving school S, socioeducational associations… You can get information with the Préfecture. For the minor , an authorization of the parents or the tutor is obligatory.

How is held the formation?

Since September 1st, 2004, it includes/understands 5 hours of obligatory training in circulation, each one separated by an interval from at least an hour. It is ensured by trainers qualified on the vehicle provided by the training company or on your vehicle, provided that you are assured.

During first half an hour, the trainer will check your capacities to circulate with auto-cycle:

  • either it considers you suited and is committed continuing the formation,
  • or it advises you to initially follow a formation on protected site. This decision engages only itself, it does not bind its fellow-members, but one cannot force to him to take you along in circulation.

During the formation you will learn in particular with:

  • to insert you and leave circulation,
  • to choose the position on the roadway, to cross the intersections, to change direction.

The trainer will have particularly to insist on the importance:

  • of the risk factors,
  • of the acquisition of information and the communication,
  • of the compliance with the rule and others.

How is the formation validated?

At the conclusion of the 5 hours of formation, the trainer affixes his signature, accompanied by the date and the seal of the organization, on the ESA 1, the ESA 2 or on ASR.

Where are the conditions of organization of the formation defined?

For BSR Auto-cycle” as for BSR “car”, all the conditions of organization of the formation are specified in the decree of December 17th, 2003 modified by the decree of July 9th, 2004.
