- the president George Bush, convinced that Saddam Hussein would not move back in front of a defensive force, announces the doubling of manpower of the operation “Shield of the desert” in the two months, that is to say 450.000 operational soldiers, 1.200 tanks and 1.500 planes.
- the Great Britain announces to carry its manpower from 8.000 to 30.000 soldiers placed under the command of a hero of the Guerre of the Falklands, the general Peter of Billière.
- War of the Gulf: James Baker meets the Russian president Mikhaïl Gorbatchev in his Datcha of the surroundings of Moscow.
