National Oceanic and Atmospheric Administration

The National Oceanographic and Atmospheric Administration (or NOAA ) is the American agency responsible for the study of the Océan and the atmosphere. NOAA was founded on October 3rd, 1970 following a proposal of the president Richard Nixon in order to create a national service … in order to better protect the life and the property from the natural disasters… to better include/understand environnment… (and) for exploration and the development towards an intelligent use of the marine resources . NOAA then gathered three agencies already existing and strong old of the government American, that is to say the United States Coast and Geodetic Survey, founded in 1807; the Weather Office, founded in 1870; and the Office off Commercial Fisheries, founded in 1871. NOAA is integrated by the American Congrès like a service into the ministry for the trade (Département Commercial of the United States) as of its foundation, via the plan of reorganization No 4 of 1970.

Mandate

The strategic vision of NOAA is to inform the public of the role and the operation of the oceans and the atmosphere in order to make choices lit in their interactions with those . Its mission is thus to include/understand and envisage the changes with the environment, to manage the marine and coastal resources and to meet the economic, social and environmental needs for the United States in these fields.

In each sector where NOAA works, it has four goals:

To promote the Sustainable development along the coasts and of American territorial water by supporting the balanced use of the resources and their renewal compared to the needs for the human ones;
To include/understand the climate, including the Climate changes and the phenomena affecting the climate like El Niño, in order to be able to plan the action of létat in this field;
To collect the weather and oceanic to provide forecasts of times and hydrological data;
To distribute the data, oceanographical and on the ecosystem S with the public in order to ensure information suitable to make individual, collective or commercial decisions.

Organization

To achieve these goals, NOAA gathers services of assimilation of the weather, oceanic data and on the ecosystems; of distribution of information in these fields; as well as scientific research. The principal services which compose NOAA are:

the National Weather Service (NWS) for the observation and the forecast of the weather conditions

* the Storm Prediction Center for forecast of the storms violent one

* the NSSL for research in violent time and radar

the National Ocean Service (OUR) for the protection of the Ocean S and the marine sanctuaries.

* the National Geodetic Survey (NGS) for the cartography terrestrial and marine of the United States.

the Office off Oceanic and Atmospheric Research (OAR) for research in ocean and atmosphere.
the National Satellite Environmental, Dated and Information Service (NESDIS) for the exploitation of satellite weather and oceanographical
the National Marine Fisheries Service (NMFS) for protection and safeguarding from the alive resources

In addition to the civil personnel, the operational activities and of research are supported by a service in uniform called NOAA Corps. It is about a group of officers which carries a uniform similar to U.S. Navy and which can be put under military control in the event of national urgency. They operate the ships and planes of NOAA. They are also useful in certain scientific and administrative roles.
