Moritz von Bissing
Moritz Ferdinand Freiherr von Bissing (January 30th 1844 - April 18th 1917) was a general and Prussian baron . During the First World War, after the German army pushed back the Belgian army behind Yser, it was indicated military governor of Belgium (1915-1917).
It is known to have signed the death warrant of Edith Cavell.
Within the framework of the Flamenpolitik, it signed on March 21st, 1917 a decree of administrative separation of Belgium between the Flanders and the Wallonia and constituted a commission to prepare the division of this country in order to make of it a region more open to the German influence.
