Millard Fillmore , (January 7th 1800 - March 8th 1874), is thirteenth the President of the United States of America. He is elected vice-president of Zachary Taylor from which the mandate begins in 1849. He succeeds to him after his death in 1850 until the term of the mandate in 1853.

Millard Fillmore is not the kind of anybody who fills with enthusiasm crowd and is not, him even, particularly proud of its success. President in consequence of the death of Zachary Taylor, it is confronted with the consequences of the compromises between slave and free trade on the admission of new States, a major subject of debate at that time. Its own party will refuse to represent it with the elections of 1852 because of its support for this compromise.

Biography

Mr. Fillmore is born the January 7th 1800 in a family from very poor farmers of the State of New York. His/her parents place it in training but it quickly expresses a desire of independence and education. He undertakes the study of the Droit while working for a local Juge and is allowed with the bar of the State in 1823.

He begins his political career while being elected with the Parliament from the State of New York then becomes appointed with the Chambre of the representatives. He climbs the levels of the Parti whig until becoming the fellow candidate of Zachary Taylor for the presidential election of 1848. Being originating in the State of New York it is supposed being complementary to Z. Taylor, Southerner and slave.

Once elected, Mr. Fillmore, as a vice-president, assumes the role of president of the Sénat. He practically does not take part in the government of Z. Taylor because their opinions and especially their styles are different.

Presidency

1850

July 10th: nomination of Millard Fillmore as a thirteenth president of the United States following the death of Zachary Taylor in the course of mandate.

September 29th: Fillmore indicates Brigham Young, president of the Église of Jesus-Christ of the Saints of the Last Days, as a governor of the territory of Utah.

Confronted with the problems of the admission of new States and their statute with respect to the Slavery, Fillmore is the craftsman of a compromise which allows:

  • to admit California as a free State;
  • to regulate the problem of the border enters the Texas and the New Mexico;
  • to give the statute of Territory to New Mexico;
  • to allow the territories of New Mexico and Utah to decide on their statute with respect to slavery by referendum;
  • to oblige the federal agents to capture the fugitive slaves;
  • to abolish the market with the slaves of Washington DC.

Foreign politics

Fillmore encourages the development of the international business and mixed liability company the forwarding of Commodore Perry towards Japan.

Interior policy

Fillmore agrees to deal with the national debt of Texas to regulate the problem of the border with New Mexico. It supports the admission of California in the Union.

Policy concerning the civic rights, the minorities and immigration

The compromise of 1850 is intended to regulate the problem of the statute of the new States with respect to slavery (equality between the number of slave states and free trade within the Union). It will not be respected a long time because the subject is too sensitive.

Politicking

Fillmore owes its nomination with the vice-presidency with the fact that it is originating in the State of New York and that its attitude moderated on the problem of slavery balances the positions of Zachary Taylor. Because of its support for the compromise of 1850, its own party will not represent it with the elections of 1852.

Reprocess

It turns over in its native State where there remains active in policy. It takes part in the foundation of a new party, that of the Know Nothing (this nickname, meaning literally “I do not know”, comes owing to the fact that this party is, at the beginning, secrecy and that its members affirm not to have intended some to speak), opposite with the new immigrants. It will be, more or less against its liking, the candidate of this party and that of the Party whig in decomposition with the presidential election of 1856, but it will not be elected. It finishes its career, practically forgotten, and dies the March 8th 1874.

In 1855, Fillmore is seen proposing a diploma of honor by the university of Oxford. He refuses it because he is not particularly proud of his success.
