Marne-the-Valley

Marne-the-Valley is a new Ville of France, located at the east of Paris. Composed of several sectors, it counted on the whole, in 2006, 276  652 inhabitants on 15  215 Hectare S, is an average density of 1  825 hab./km².

Statute

Marne-the-valley was established in a perimeter covering 26 common, on the department S of Seine-et-Marne, of the Seine-Saint-Denis and the the Valley-of-Marne.

Its organization is very heterogeneous.

For its management by the public corporation of installation EPAMARNE (http://www.marne-la-vallee.com), the perimeter was divided into four sectors, according to the urbanization which was done of west in east:

  1. Door of Paris (a commune of the Seine-Saint-Denis: Noisy-the-Large, and two communes of the the Valley-of-Marne: Bry-sur-Marne and the Villiers-on-Marne)
  2. ''' Valley Maubuée ''' (six communes of Seine-et-Marne: Champs-sur-Marne, Croissy-Beaubourg, Émerainville, Lognes, Noisiel and Torcy)
  3. Valley of Bussy (twelve communes of Seine-et-Marne: Bussy-Saint-Georges, Bussy-Saint-Martin, Chanteloup-in-Brie, Schoolboy, Conches-on-Gondoire, Tool bag-in-Brie, Control surfaces, Guermantes, Jossigny, Lagny-sur-Marne, Montévrain and Saint-Thibault-of-Vines)
  4. Valley of Europe (five communes of Seine-et-Marne: Bailly-Romainvilliers, Chessy, Coupvray, Magny-le-Hongre and Serris. This sector is in very strong urbanization.)

Two sectors are organized in SAN:

  • SAN of the Valley Maubuée,
  • SAN of the Valley of Europe, which was also called before Portes of the Brie .

In the other sectors, the commune of Bussy-Saint-Georges has a statute are equivalent to that of ENV. communes of Noisy-the-Large, the Villiers-on-Marne and Montévrain passed a convention with the State for their installation.

Last nines of the twelve communes of the Val of Bussy (Bussy-Saint-Martin, Chanteloup-in-Brie, Schoolboy, Conches-on-Gondoire, Control surfaces, Guermantes, Jossigny, Lagny-sur-Marne and Saint-Thibault-of-Vines) met in the Communauté of agglomeration of the Marne and Gondoire.

Population

  • the inhabitants of Marne-the-Valley are called the Marnovalliens .
  • the whole of the sectors has known a very constant population growth for 30 years, which appears in the table of population below:

Economy

The Marne the Valley is organized around three great shopping malls:
  • Arcades with Noisy-the-Large (sector 1 Doors of Paris )

  • the complex Bay 1 (restaurants, decoration, cinemas) and Bay 2 (hypermarket and traditional shopping mall) at the border between Torcy and Schoolboy (with horse on sectors 2 and 3)
  • Valley of Europe in Serris (sector 4 Valley of Europe )
Other commercial poles of more modest size are however to add, and are distributed in all the remainder of the new city (IKEA with the Villiers-on-Marne, Valorée Commercial space with Lognes, Plaine of Europe with Montévrain…)

Of course, it is also necessary to quote the complex of leisures Disneyland Resort Paris, in the sector of the Val of Europe, which made the reputation of the corner.

In addition, the new city accommodates the seats of many and famous economic actors:

Marne-the-valley is the seat of the Chamber of commerce and industry of Seine-et-Marne. It manages the port.

Means of Transports in the new city

The RER

The new city is crossed of west in is by the line has the RER, on a4 branch. On the whole 9 stations serve, in full heart, the whole of the sectors of Marne-the-Valley, with the stations of:

The RER has accommodates more than 110.000 travellers per day on the whole of the stations of the new city, the station of Noisy-the-Large Mount of East is attended with more than 25.000 travellers.

Two additional stations were envisaged in the preliminary drafts, and will be born a priori during the future phases of urbanization (Schoolboy it White Croix and Jossigny).

The station of Châtelet-The-Markets is at 18 minutes of the Door of Paris (Bry-sur-Marne) and 40 minutes of the Valley of Europe (Chessy Marne-the-Valley).

In the south-west of the new city, the RER E partly irrigates the Marnovallien territory, on the sectors of the Door of Paris and the Valley Maubuée. These 2 sectors are served by the branch of Tournan-in-Brie (E4), with the stations of:

  • Villiers on the Marne - Plessis-Trévise
  • Yvris - Noisy-the-Large
  • Émerainville - Pontault-Combault.

The RER E accommodates more than 18.000 travellers per day on the whole of the stations, the station of the Villiers-on-Marne is attended with more than 11.000 travellers.

The stations of Haussmann-Saint-Lazare and Magenta is from 21 to 33 minutes of the Door of Paris (starting from the Villiers-on-Marne) and at 27 minutes of the Valley Maubuée (starting from Emerainville Pontault-Combault).

Transilien

Managed by the Transilien Paris-Is, the line Paris-Lagny-Meaux serves two SNCF railway stations located at the north of sectors 2 and 3 of Marne-the-Valley:

  • Vairy - Torcy
  • Lagny - Thorigny

The station the Vairy ones - Torcy is located in the commune of Vaires-sur-Marne, in the north of sector 2 of the Valley Maubuée, it accommodates more than 3.000 travellers per day.

And parks it of Lagny-Thorigny is located in sector 3 of the new city, Val of Bussy. It accommodates more than 7.000 travellers per day.

The station of the East east to 20 of the station the Vairyones and 25 minutes of that of Lagny-Thorigny.

TGV

The park Disneyland is served by the station of Marne-the-Valley - Chessy where forward the TGV, whose TGV Is European and Eurostar by LGV Interconnexion Is making it possible to connect for example London, Lille, Strasbourg (and Roissy Charles-of-Gaulle in 10 minutes) at the new city. It accommodates 5.000 travellers per day.

Chessy Marne-the-valley is the 1st station correspondence of TGV in France.

Highway

The Autoroute A4 (Paris-Strasbourg) also crosses the zone of west in east.

Bus

The west of Marne-the-Valley ( Doors of Paris , Valley Maubuée ) is served by the buses the RATP, is ( Val of Bussy, Val of Europe ) being it by the buses Pep' S.

Aerodrome

The new city has an aerodrome, with Lognes.

Transport projects for Marne-the-Valley

To develop station TGV

It is envisaged, in the medium term, to double, the number of trains serving station TGV of Marne-the-Valley - Chessy, passing from 55 to 110 trains by day.

Prolongations of Tangential North and the TVM to Noisy-the-Large

The the Trans-Valley-of-Marne and the Tangentielle North would be prolonged to the station of Noisy-the-Large Mount of Is.

While waiting for the arrival of the Trans-Valley-of-Marne and Tangential North, the station of Noisy-the-Large Mount of East will have a new coach station located at the top of the ways of the RER.

The RER E with Vairy-Torcy and Lagny-Thorigny-Pomponne

Within the framework of its prolongation to Meaux, beyond Chelles-Gournay, it is envisaged in the long run, that the stations the Vairyones and Lagny-Thorigny-Pomponne are served by the RER E. This last will replace the current Paris-Lagny-Meaux connection.

Possible interconnection of the lines has and E of the RER with Esbly

The RER has could be possibly prolonged until the station of Esbly, in order to establish better relations between Marne-the-Valley and the town of Meaux. It would be in correspondence with the RER E since this last will be prolonged to Meaux and will stop at the station of Esbly. And the section Esbly/Crécy-the-Vault which will be transformed into a line of tram-train.

Creations of the TCSP (Public transport in Exclusive right of way)

The SDRIF envisages the creation of a TCSP (public transport in exclusive right of way) between the stations of Lagny-Thorigny and the Valley of Europe.

Another TCSP according to the SDRIF, between Valley of Europe, Esbly and Meaux. This last could replace the prolongation of the RER has between Marne-the-Valley Chessy and Esbly, the latter being saturated for the moment.

The Tangential one Is

It is about the old project called Lutèce. It would be in correspondence with the line has the RER at the station of Torcy. It would be replaced by a TSCP which could become the Tangential one Is connecting new city of Sénart to Roissy Charles de Gaulle, while passing by Torcy, in sector 2 of Marne-the-Valley.

Education

  • the Université of Marne-the-Valley (UMLV) proposes several dies, mainly on the Campus of the Descartes City (in Champs on the Marne), but also on the delocalized site of the Valley of Europe.
  • In addition, Marne-the-Valley accommodates on the campus of the Cité Descartes of many universities and establishments considered, like the National school of the Highways Departments (ENPC), the National school of Geographical Sciences (ENSG), ESIEE or the École of architecture of the city and the territories with Marne-the-Valley.
  • Lastly, it should be added that Marne-the-Valley will accommodate very soon the second large international college of Ile de France, established with horse on Noisy the Large one and Bry on Marne ( Porte of Paris ); and also a college with international sections in Serris ( Valley of Europe ).

History

  • In the Years 1960, to face the fast development of the Paris and its suburbs, one decided to control it and balance it by creating several new cities around Paris.

The development of the first town planning and Master development plan (SDAU) was entrusted to Paul Delouvrier, Acting general with the District of the Area of Paris of 1961 to 1969, which was for this reason regarded as the father of the new cities in France.

To the east of Paris, the bet carried an additional dimension: it was a question, indeed, of benefitting from the occasion to restore existing historical imbalance between the east and the west of the Île-de-France.

The choice was thus made on the valley of southern bank of the Marne. Indeed, this zone was enough vast to allow a true rebalancing, and made up of small villages and hamlets, very little urbanized at the time, which thus had vast easily mobilizable land reserves.

  • One thus decided to leave the small towns of close relation crowns which just started to emerge (the Villiers-on-Marne, Bry on Marne), but also of urban cores already more important (Noisy-the-Large), to offer a " assise" at the new city. The remainder would extend on nearly 20 km, around the boroughs of Seine-et-Marne, still completely rural, and with the medieval city of Lagny-sur-Marne, developed already well.
  • This extension in width led the developers to choose the polycentrism: contrary to the other new cities, such Cergy-Pontoise or Saint-Quentin-in-Yvelines, Marne the Valley will not be organized around one only center of agglomeration created of all parts, but rather around many urban centres, connected to each other by the RER and the highway. The two principal urban centres are those of sector 1 Portes of Paris (around the district of Noisy-Mount of Is), and that of the Valley of Europe. This choice poses today a problem as for the identity of the new city, which does not have real federator center, and whose perimeter is thus fuzzy for much.
  • In addition, for practical and logical reasons, the urbanization was decided on west in east. The oldest districts of the new city are thus located in sector 1 around the old existing centers. Their development is almost completed today, and they besides are often assimilated, wrongly, with suburbs " classiques". Sectors 3 and 4 are as for them, currently in full rise and full urbanization.

Fast chronology:

  • 1965 : the master development plan urban lays down the creation of five new cities around Paris. In the east, it is the site of Marne-the-Valley which is retained.
  • August 17th 1972: creation of the public corporation of installation of Marne-the-Valley (EPAMARNE)
  • 1983: the law Rocard amends of the new cities
  • 1984: creation of the trade unions of new agglomeration, Valley Maubuée and Doors of the Brie (become Valley of Europe )
  • March 24th 1987: creation of a public corporation of installation of the sector 4 (EPAFRANCE) whose direction and personnel remain common with EPAMARNE
  • April 12th, 1992: Opening of Eurodisney
  • 2001: Opening of the international shopping mall of the Valley of Europe

Local life

  • Marne the Valley has its own local television channel, Canal Poppy, based in Torcy, and available in the cabled cities (Valley Maubuée, Bussy-Saint-Georges, Chelles, Collégien, Emerainville, Lagny-sur-Marne, Pontault-Combault, Roissy-in-Brie, Saint-Thibault-of-Vines), on chain 8. The programming is very centered on the events of the sector and the local topicality.
  • Marne the valley also has its local radio, who emits since Lognes. Valley FM proposes eclectic programming and which wants to be near to each one.

  • the events and the good plans of the corner are gathered by Webvallée, the guide of the Marne the Valley, and also one of the most dynamic associations of the new city.

Inheritance and tourist sites

  • In addition to Disneyland Brings out Paris, Marne the Valley abounds in tourist sites of quality: very many castles (Fields on the Marne, Tool bags, Guermantes), some museums, and of the strange sites, like old the chocolate factory Menier of Noisiel, the space of sculptures of Chessy, or the house of Louis Braille in Coupvray.
  • the very neat natural framework is also appreciable: the city comprises many lakes and ponds, wood and parks, without forgetting the Marne and its banks which form its border in north.

  • On the cultural level, the Ferme of the Bush in Noisiel corresponds to the national scene of the Marne the Valley, and offers rich and varied programming. The cultural centres Michel Simon (in Noisy) and File7 (in Magny Hongre) present also concerts of quality, like all the other municipal scenes.

  • the architectural heritage is diversified: one finds certain districts traditional (working city of Noisiel, centers medieval of Lagny, old downtown areas briards) which côtoient the contemporary zones of habitat built by the new city. Let us quote, inter alia, the famous neo-classic achievements of Ricardo Bofill and Manolo Nunez with Noisy-the-Large.
