Marie-Noëlle Thémereau
Marie-Noëlle Thémereau , born Ticket (born in 1950), is a political woman French of New Caledonia, of origin corrézienne.
Formation and professional path
Holder of a control of right specialized in the law the Labor and of the Social security, it will make initially career in the public administration. It will be thus pointed out with the head of the service of the studies, the legislation and the dispute then of that of finances of the Territory of 1986 with 1988. Political career
Beginnings
It is interested in the policy calédonienne starting from the Années 1970. It is then close to the separatists mediums and the Union calédonienne before joining the Rassemblement for Calédonie in the Republic (RPCR) of Jacques Lafleur in 1977, being hostile with independence. It is made elect under the label of this party to the Parliament of the southern Province and to the Congrès of the Territory starting from 1989. It is initially in charge with the Province with the economic and tax regulation, the general regulation and teaching. It will be then second vice-president of the southern Province of 1996 with 1999 and president of the budget and Committee of supply starting from 1998. Re-elected in 1999 with the Parliament of the southern Province and with the new whole Congress of New Caledonia resulting from the Agreements of Noumea, it would have liked however, for family reasons, to withdraw a time of the political life, but Jacques Lafleur would have insisted that it takes the first vice-presidency of the Congress, which it accepted (he would have even proposed to him to assume the chairmanship of the Government).
Rupture with the RPCR and the withdrawal
But, more and more in dissension with the policy followed by Jacques Lafleur and denouncing the fact that all the decisions on the Territory are made by the president of the southern Province, she resigns of all her political mandates the May 7th 2001. Of 2001 with 2004, it will be completely absent from political life, leaving its silence only to support Lionel Jospin at the time of the presidential election of 2002.
The chief candidate of the Future together
The March 21st 2004, it leaves its political reserve definitively to announce that it will take the chief candidate Avenir together for the provincial elections of May 2004. The purpose of this list is to offer in southern Province an alternative anti-freedom fighter to the RPCR of which she denounces management. Composed of dissidents of the RPCR (Harold Martin, Philippe Gums, Réginald Bernut), of opponents of long time to Jacques Lafleur (the representative of the local UDF Didier Leroux, the chiraquienne Sonia Lagarde, the separatist Jean-Pierre Aïfa), trade-union representatives (Alain Song) or liberal professions (Alain Descombels), this list is the target of a violent campaign on behalf of RPCR (she is thus parodied of “To betray together”). Nevertheless, the attitude posed of Marie-Noëlle Thémereau attracts sympathies to him, presenting a program in 75 points and calling with a “politicking” “policy of consensus” not based on the objective to build the common destiny envisaged by the Accord of Noumea.
The shock wave of May 9th
The provincial elections of the May 9th 2004 have the appearances of a political earthquake. Indeed, for the first time since the creation of the Provinces, RPCR is not any more the first party of southern Province, the list of Jacques Lafleur being preceded of almost 3 points (31,18% for RPCR against 33,9% for the Avenir together) and to 3 seats (16 seats Rassemblement against 19 for the Avenir together on 40) to the Parliament of Province.Nevertheless, no political party has absolute majority and Marie-Noëlle Thémereau, relayed by the heavy trucks of her list, announces that the Avenir together will not contract no coalition that it is with the freedom fighters (who are in all way absent in southern Province but which is present at the Congrès), with the RPCR (this alliance parraissait in any case impossible) or with the local National front which, with its 5 seats, have a hinge role with the Province.
Marie-Noëlle Thémereau wants to found majorities of idea according to the discussed files. And if the Avenir together became the first party of southern Province, RPCR remains the first political training of the New Caledonia while being in particular the only one with being represented in the three provinces, the Avenir together as-with it laying out only of one elected official in northern Province (against 3 for RPCR) and any with the Îles Honesty where it had not presented of list. With the Congress, the Future together and RPCR thus make good match with 16 seats each one out of 54, and once again nobody in the majority (FLNKS, divided into two groups, laying out him also of 16 elected officials).
The arrival with the presidency of the government
Having the benefit to incarnate the change, the Future together succeeds in assuming the chairmanship of the southern Province (Philippe Gomès is elected with the third tower in the majority relative of its 19 fellow candidates, against 16 vote with RPCR Pierre Maresca, abstaining from FN). In the same way with the Congress, obtaining the unexpected support of the Union calédonienne and FN (that is to say 28 votes in all and thus the absolute majority), Harold Martin is elected president of this room (against 17 votes with candidate RPCR Jean Lèques and 9 abstentions). But the formation of the government will be more complicated.
The Vigouroux business
The election with the government is made by the Congrès with proportional starting from lists. Marie-Noëlle Thémereau thus carries out the list Avenir together. The government will comprise 11 members, and it is envisaged, taking into account the political organization of the Congrès, that the Avenir together and RPCR make plays equal with 4 members each one and 3 for the independence (2 for FLNKS - PLAIN, which gathers the Palika and UPM, and 1 for CPU).But the election of the June 10th gives 5 members to the Avenir together against 3 only with the RPCR which is with equality thus with the freedom fighters. It acts in fact of one elected Rassemblement, Suzie Vigouroux, which, instead of voting for a list, registered on its bulletin the name of number 1 of the list RPCR, Pierre Frogier. Its bulletin was thus counted null. Following that, Marie-Noëlle Thémereau has hardly time to be made elect president of this government that, in the afternoon even, Pierre Frogier deposits the collective resignation of the elected officials of its group to the government, thus involving the fall of this last.
With then begun a true institutional crisis crystallized around what one called “the Vigouroux business”. Indeed, little time after, Jacques Lafleur attacked Marie-Noëlle Thémereau and the group Avenir together, elected Suzie Vigouroux having stated to have voted no one under pressure of the latter. The president of the government still-born child retorts while carrying felt sorry for slandering. Finally, the business is choked, it is recognized that the null vote was well the fruit of the error of an inexperienced elected news which took part in its first vote with the Congrès and not of an unspecified pressure. Suzie Vigouroux, informant to be handled by the leaders of the Gathering in this business, withdraws group RPCR and sits like independent at the Congrès where she traditionally votes from now on with the Avenir together.
Uncertainty
At the time of the new vote organized with the Congress the June 24th to form the government, the Rassemblement makes this time the full one with its voices and obtains the 4 seats envisaged, with equality with the Avenir together. The independence keep to as-with-them their 3 members. But the institutional crisis perdure: indeed, the candidate with the presidency of the government, elected by the members of this last, must obligatorily obtain the absolute majority (either 6 votes). However, none the candidates can obtain this majority: Marie-Noëlle Thémereau can count only on the 4 Avenir together, in the same way for Pierre Frogier which obtain only the voices of the 4 RPCR and for Déwé Gorodey which is supported by the 3 FLNKS. Finally, the June 29th, in the name of the reason and to avoid a “institutional blocking” inutil, Pierre Frogier decides to withdraw its candidature and brings its voices to Marie-Noëlle Thémereau who is thus elected president of this new government with the whole of the votes anti-freedom fighters.
The first president of a government of New Caledonia
Marie-Noëlle Thémereau quickly incarnates cement between the various tendencies which compose the group Avenir together, which is constituted soon in political party. Always calling with the consensus and the “majority of idea”, it adopts a relaxed style and a direct speech which likes. Qualified " socialiste" , which could have moved away it from its base which remains before any anti-freedom fighter and thus traditionally of right-hand side, it is defended while only claiming to have “social fiber” and the concern of the most stripped. It is besides charges some within the government, in addition to the presidency, the sector of the social Affairs and Solidarity, and particularly took in heart certain achievements in this field which are proposed like the flagship measures taken by the new majority (SMIC at 120.000 Francs CFP, that is to say 1 005,6 €; exemption from payment for the stock exchange pupils of the expenses of canteen and Boarding school (school); creation of an observatory of the female condition).It has however an uncomfortable position since it in the majority neither with the government nor with the Congrès and always refuses to form a coalition (even if FN, the only elected official LKS and Suzie Vigouroux took the practice to vote with the Avenir together, like occasionally the Union calédonienne). It had to face also with certain numbers of crises and in particular with several social conflicts: burden with the USTKE (European Public Service Union of the workers kanaks and exploited, the main trade union of the territory, very discussed for its practices and close to Jose Bove) in the port authority of Noumea a few months after its taking up the duties; burden with the firemen of the Aéroport Noumea - Tontouta; long-term strike and with repetition of Tele New Caledonia between the end 2004 and beginning 2007; but especially big demonstrations of force to the end of the year 2005 and the beginning 2006 of another trade union, the Trade-union confederation of the workers of New Caledonia CSTNC, and its leader, also very discussed to him, Sylvain Néa: in the beginning simple social conflict between the trade union and the Company Le Nickel (SLN) about the dismissal for professional misconduct of two employees, the business then became extensive very other when the trade union first of all blocked several important accesses of circulation of Noumea of which the “Expressway”, genuine peripheral serving the northern periphery of Noumea like its suburbs.
At the time of the legislative of 2007, it is the temporary candidate of Harold Martin in the 2 {{E}} district. The Avenir together, which then made countryside by comparing this poll with a referendum on the policy followed by the New Caledonia, knows its very first electoral reverse then since none of its candidates is qualified for the second turn, who then opposes in the two districts the official candidates of RPCR and the UMP and those of FLNKS. It thus found its seat with the Congrès and the Parliament of the Southern Province.
