Lucien Merlin is on July 20th, 1890 in Mans.

Engaged for 3 years with the Battalion of Sappers Telegraphists of Nice ( 5 {{E}} RG), on October 8th, 1909, it enters like candidate to the School of Administration of Vincennes in October 1912. In September 1913, he is officer of administration of the services of the genius and is sent to Batna, in Algérie. Repatriate, it is transferred to the 8 {{E}} Régiment of the Genius on August 18th, 1914 as second lieutenant. In this same unit, it will be promoted initially lieutenant on April 20th, 1915, then captain on April 19th, 1918, dates to which it will be named chief of the telegraphic service of the subdivision of Taza, with the Morocco. In 1920, it is transferred to the 33 {{E}} Génie with Oujda. After a training course with the Military academy of Versailles in 1921, it is affected again in Morocco, the 41 {{E}} BG with Casablanca, in September 1922. In 1923, returned to France, it is used for 8th RG and sets out again for the 41e BG as commander of the park of transmissions on August 19th, 1925. Lucien Merlin is promoted major on June 24th, 1929. In January 1934 it is with the 45 {{E}} BG with Hussein-Dey, with the 19 {{E}} RG in October 1935, with the 41e BG in 1937, year during which it is promoted lieutenant-colonel. May 21st, 1937, it orders the 41e Bataillon of the Genius and simultaneously, is director of the transmissions in Morocco. It takes the command of the transmissions of AFN on August 29th, 1939. In 1940, it is affected as commander of the 19th Regiment of the Genius , then, on September 12th, 1940, as commander of the 41 {{E}} Régiment of the Genius . March 25th, 1941, Lucien Merlin is promoted colonel and takes again the command of the transmissions in Algiers on December 16th of the same year.

In 1942, the Arme of the Transmissions is created, and to make up the deficit of the Army in the campaigns of Italy and of France, the Merlin general, ordering transmissions of the Ground Forces, Mer and Air, forms the female body of the transmissions, gathering 2000 girls, very quickly called " Merlinettes". Those took part in the campaigns of France and of Italy, will be parachuted and some of enters will pay of their life the Release of France.

In November 1942, it is named ordering transmissions near the general-in-chief ordering the Terrestrial and Air Forces in French Africa. Brigadier general in December 1942, Lucien Merlin becomes ordering transmissions of C.E.F on July 1st, 1943. In November 1943, the Merlin general is ordering transmissions of the Forces of Ground, Sea and Air and managing director of the services of the transmissions.

April 22nd, 1944, the Merlin general sees himself entrusting the following responsibilities:

- ordering transmissions of the Ground Forces, Air and Sea;
- managing director of the services of transmissions to the police station with the war;
- ordering transmissions of the Terrestrial Forces in AFN.

May 4th, 1945, Lucien Merlin is named major general inspector of the transmissions and is promoted on December 25th, 1945.

September 5th, 1947, he becomes technical inspector of the service and of the material of the transmissions and on June 25th, 1948 is operations manager for telecommunications in North Africa.

Reached by the age limit of his rank in June 1949, Lucien Merlin leaves the army of active.
