Jerome Champion of Cicé

Jerome Marie Champion of Cicé (born the September 3rd 1735 with Rennes - died the August 19th 1810 with Aix-en-Provence) was a monk and a French politician of the 18th century.

Biography

Born with Rennes the September 3rd 1735, Jerome Champion of Cicé made his studies with the Collège of Plessis, where it had as school-fellows Boisgelin de Cucé, Loménie de Brienne, Morellet and Turgot. In 1763, it is Doctor of Divinity with the Sorbonne. It is small the neveau of Louis Armand Champion of Cicé, missionary in Canada, in China then in Siam from which he is the apostolic vicar and bishop in partibus infidelium of Sabule of 1701 to 1727 (Company of the Foreign missions of Paris).

As of 1760, it is named Commendatory abbot Abbaye of Chantemerle, which gets an annual income to him of: 2000 with: 2500 books. Ordered priest in 1761, it becomes general Vicaire with Auxerre, where his/her older brother Jean-Baptist-Marie Champion of Cicé has just been named bishop.

Of 1765 with 1770, it is agent of the clergy and State adviser. In 1770, it binds friendship with Turgot and publishes with César-Guillaume of the Alfalfa, bishop of Langres, the Rapports of the agency, containing the principal businesses of the clergy, which occurred since the year 1765 until the year 1770 , where it reports his experiment of agent of the clergy.

Named bishop of Rodez in 1770, it published in 1776 the Statement of the General meeting of the clergy from France held in Paris in 1770 , a strong volume of 868 pages, and it in parallel chaired the provincial assembly of High-Guyenne of 1779 1781.

Then named archbishop of Bordeaux in 1781, it contributed in 1786 to create the National institute of the young deaf persons (INJS) of Bordeaux.

The February 14th 1789, it publishes a Mandement prescribing of the prayers for the success of the General states , which strongly displeased with the nobility.

Elected official - as his older brother Jean-Baptist-Marie - appointed clergy with the General states of 1789, it prepared there the text of the Déclaration of the human rights and the citizen of 1789.

The shortly after the Night of August 4th, Jerome Champion of Cicé was named Minister of Justice by Louis XVI. Three days hardly after its nomination, the August 7th, it went to the National Assembly with seven other ministers, sent by the king “who wants to do only one with his nation” to ask how to restore the order. Necker speaks then about the financial statement.

Thereafter, he will address to the Parliament only like Minister of Justice to maintain, as far as possible, the connection between the king and the deputies. The November 21st 1790, after the proclamation of the civil Constitution of the clergy, it resigned of its load of Minister of Justice, and decided to take again its functions of deputy. Having asked a leave to rest, it was not present at the time of the debate on the oath which it did not pronounce.

Its name having been placed on the list of absent (July 18th 1791), it emigrated, initially with Brussels, then in Holland. Of 1795 with 1802, it settles with London, where it finds monarchists like Malouet or Lally-Tollendal, as well as liberal prelates like Boisgelin and Fontanges.

The October 8th 1801, it publishes in London a document of 15 pages Lettre of Mgr the archbishop of Bordeaux to his diocesans , in whom it exposes to them the reasons for his resignation, occurred at the request of the Pape.

The February 21st 1802, it returns in France, and (the April 9th) is named almost at once archbishop of Aix-en-Provence, diocese which included/understood at the same time the Rhone delta and the VAr.

Jerome Champion of Cicé was sensitive to the question of the regional languages, and published in the various dioceses of which it had the load of the Catéchismes in local idiom.

The January 15th 1805, Jerome Champion of Cicé is high with the dignity of Grand Officer of the Legion of Honor. Three years later, the September 16th 1808, it is made Count d' Empire by Napoleon.

He dies in Aix-en-Provence the August 19th 1810. ----
