Jean-Pierre Gorges
Jean-Pierre Gorges , Political man French, born the August 3rd 1953 with Gonesse (Val-d'Oise). He is mayor of Chartres since 2001 and chair Chartres Métropole. Appointed Eure-et-Loir in 2002, re-elected in 2007, he was Member of the Commission of finances. Its election was invalidated in November 2007 by the Constitutional council.
First steps in policy
Before her establishment in Chartres in the years 1990, Jean-Pierre Gorges was candidate in the commune of the Yvelines where it resided on a list gathering of the people considered as classified on the left.
With the Chartres-native municipal elections of 1995, it is one of the fellow candidates of Matthieu Brétillard, which will join the republican Pôle thereafter of Jean-Pierre Chevènement, that it left since.
In 1998, Jean-Pierre Gorges presents under the label “Various right-hand side” to the election to the General advice of Eure-et-Loir, on the canton of North-eastern Chartres. It obtains only 9,79% and cannot thus be maintained to the second turn. It is Christian Gigon, the mayor of Champhol, which is finally elected.
" Chartres, Your Ville"
Following the municipal elections of Chartres of 1995, Jean-Pierre Gorges decides to imply himself in the local life, by creating association " initially; Chartres, your ville" , which denounces mainly the financial management of the city by the socialist municipality, whose mayor was Georges Lemoine. This association develops within the Chartres-native civil society. Adhering to liberal Democracy with her creation in 1998, Jean-Pierre Gorges becomes one of the principal opponents to the municipality in place.
Municipal elections of 2001
For the local elections of 2001, Jean-Pierre Gorges draws up a dissenting list of the right-hand side of Chartres, around personalities resulting from DLL, of the RPR, the UDF and MPF as well as civil society. Only supported by liberal Democracy, he is opposed to the list officially constant by RPR and the UDF whose chief candidate is Eric Chevée (UDF), which forms a " ticket" with Marie-Claire Carrère-Gée (RPR), recently established in Eure-et-Loir.
Jean-Pierre Gorges gains the primary education on March 11th, 2001 by preceding the Chevée/Carrère-Gée list of 224 votes. He will be elected mayor with the 2nd turn, beating a plain list of the left carried out by Pascal Ory, resulting from the fusion of the list officially supported by the PS and of the list of the alternative and associative left " Energies citoyennes".
Municipal projects
Jean-Pierre Gorges follows a municipal policy which is articulated around five main axes:
- urban renovation (creation of underground car parks and rehabilitation of the boulevards within the framework of the " project; Heart of Ville" , recasting of the town planning of the popular quarters (Beaulieu, Madeleine, Rechèvres), widening of the pedestrian precincts);
- lowers taxation (which had been strongly increased by the preceding municipality following a budgetary drift attested by a report/ratio of the Regional court of the accounts in 1996);
- animation of the city (creation in particular of the Festival of the Light, the Festival of the Dog, development of the Festival of Water);
- realization of structuring equipment (media library the Apostrophe, project of one multiplexes cinematographic, watery project of center/skating rink).
Qualified by the press before its mandate of " beautiful endormie" , it is generally recognized in Jean-Pierre Gorges to have made a success of with redynamiser the city and to draw the largest strings from them.
Opponents
The opponents of Jean-Pierre Gorges reproach him a practice of the capacity which they regard as too authoritative and solitary and reproached him on several occasions its lack of regard in their connection. Its mandate knew several polemics, holding mainly with the standpoint sometimes considered to be abrupt of the deputy and mayor:
- closing of the swimming pool of Vauroux (inter-commune swimming pool located at Mainvilliers (Eure-et-Loir));
- tariffs and way of financing of the underground car parks entrusted to the company Q-Park (whose convention with the Town of Chartres was cancelled by the administrative judge);
- representation of the opposition to the community of agglomeration (removal of the delegations and the post of vice-president to the one of its principal opponents, Nicolas Andre);
- rejection of the transfer of the shopping mall E.Leclerc of the commune of Shining to that of Barjouville
- removal of the service road by the network of bus of the agglomeration of the commune of Barjouville lasting the summer 2006;
- " business of the corbeau" , several insulting emails having been posted of a computer of its parliamentary permanence on blogs of opponents;
- reorganization of the houses for all (neighborhood houses);
- widening of the pedestrian sector around the Cathedral of Chartres;
- widening of the parking pay in the residential zones downtown area;
- establishment of a new purification plant on the commune of Mainvilliers;
- dispute of the objectivity of the republican Echo (principal departmental daily newspaper) by Jean-Pierre Gorges;
- closing of the library of the forum of the Madeleine (disadvantaged district);
- concentration of the projects of equipment structuring in the center town;
- cultural policy (departures of the director of the theater and the museum of beautiful arts, cancellation of an exposure at the beginning of mandate…).
Legislative: elected official in 2002, but election cancelled in 2007
Deputy since 2002, re-elected in 2007 with only 59 votes in advance, Jean-Pierre Gorges belongs to the group UMP with the National Assembly. Two recourse were lodged with the Constitutional council as for the validity of this poll.
The cancellation of the poll by the Constitutional council, on November 29th, 2007, is founded by “the organization by Mr. Gorges, in his quality of president of the public office of HLM of Chartres, of 18 inaugural ceremonies of residences between March and April 2007, in which it took part”. “The repetition of these demonstrations within a deadline short revêt the character to an operation which, have regard to the weakness of the variation of voice (59 votes), deteriorated the result of the poll”, estimates the Constitutional council.
