Jean-Claude Saint-Andrew

Jean-Claude Saint-Andrew (September 27th 1962 with Montreal -) is a politician Québécois and former spokesperson of the Parti Québécois as regards Natalité and Démographie with the National Assembly Quebec.

Former head clerk of district of the Prime Minister Jacques Parizeau, Jean-Claude Saint-Andrew is appointed district of the Assumption of 1996 until his defeat in 2007 where it is, also, carried to him by the wave adequist.

Political career

Jean-Claude St-Andre côtoie the militant ones and militants of the Left Québécois since more than 25 years. He was member of the Committee of the young people for YES in Anjou at the time of the referendum of 1980, secretary of the executive of the Parti Québécois in Anjou (1981 - 1982), president of the Parti Québécois in Anjou and adviser with the regional executive Montreal - City-Marie between 1988 and 1992. He also sat at the board of directors of the Société Saint-Jean-Baptist of Montreal in 1985 and 1986.

He took part in the organization of several complementary electoral campaigns between 1992 and 1994: Anjou, Bonaventure, Laval-des-Rapides and St-Jean. In 1992-1993, Jean-Claude St-Andre is attached political Député of Anjou, Pierre Bélanger.

In 1993, Jacques Parizeau requires of him to take part in the organization of the electoral campaign of the candidate of the Québécois Bloc in the federal county of Terrebonne, Benoît Sauvageau. Benoît Sauvageau takes down, at this time, one of the largest majorities in the political history of Canada. In 1994, Jacques Parizeau offers to him to direct its electoral campaign in the district of the Assumption.

The 16 March 2005, Jean-Claude Saint-Andrew addresses a letter to its chief of then, Bernard Landry. In this letter, he writes that he is paramount to carry out irreversible gestures of rupture before even the behavior of a consultation on the sovereignty of Quebec .

These measurements, very close to the Parizeau-Laplante theses, were supported by the young pequists in March 2005, but were refused by the congress of PQ in June 2005.

In 2007, it is beaten in the Assumption by the adequist Eric Laporte. He very early announced that he would be candidate again.

The 22 July 2005, it announces its intention to enter the race to the cheffery of the Québécois Party in order to replace the former chief of the party, Bernard Landry. He becomes the sixth official candidate the 25 August 2005. He recommends the national governorship vis-a-vis the Canadian Federal state and rejects the etapism like step of accession to sovereignty, supporting a step close to the recent theses of Jacques Parizeau and Robert Laplante.

Jean-Claude Saint-Andrew launches officially his countryside to the direction of the Québécois Party the 2 September 2005 to Quebec, and the September 6th with Montreal.

Of outset, in addition to reiterating its support to the Parizeau-Laplante theses, it makes two proposals:

“It is necessary to re-examine the taxation. Rich and powerful people do not pay their right share of tax. In end of line, they are the small taxpayers and the taxpayers of the middle-class who spit the piece.”

“I propose to you the school exemption from payment of the nursery school being studied postdoctorales.”

The program suggested by Jean-Claude Saint-Andrew grows rich then by the following elements:

*abolition of the post of lieutenant-governor to the profit of the president of the National Assembly
*abolition of the tax shelters
*creation of a legal Québécois citizenship
*creation of an organization of regulation of telecommunications
*institution of a national media house - gazette, newspaper, radio, television, Internet, etc
*support with the creation and the maintenance of SME - 80 to 85% of all employment in Quebec at present
*nationalization of water and of its management
*reappropriation of the natural stock management by SME, the companies of state and the co-operatives of citizens
*soutien to the family - restoration of the universal family benefits

The step of accession to the Sovereignty of Quebec proposed by Jean-Claude Saint-Andrew is:

*campagne electoral on the accession with independence by unilateral gestures of sovereignty
*élection
*adoption by the National Assembly of a provisional constitution devoting the existence of the people of Quebec and his self-determination, repatriating the capacities of the lieutenant-governor to the president of the National Assembly and creating the Québécois citizenship.
*convocation of a constituent Assembly and Forums citizens
*rédaction of the first constitution of sovereign Quebec
*référendum on the adoption of this first constitution - article 1: “Quebec is a sovereign country”
*Declaration of independence as of the approval of the constitution by the population

Jean-Claude Saint-Andrew underlines the many frauds and irregularities made by the federal government during the referendum on sovereignty in 1995 and invites the movement souverainist to take note that such obstacles are likely to reproduce if a similar step is taken again. At the time of the platform of the Left Québécois the 19 October 2005 on “sovereignty and the leadership”, he also recalled the case of the Western Australia which did not reach its independence in spite of a result favorable to 68% at the time of a referendum on the question which has occurred in 1933, failure which he charges to the respect of “British constitutional legality”.

The 15 November 2005, it loses finally the election and finishes in 6th position with 951 votes (0,9% of the voices) whereas André Boisclair is elected with a majority of 53,68%.
