Jean-Baptiste Henry Hake
Jean-Baptiste Henry Collin (born the 1750 with Châlons-sur-Marne and deceased the July 7th 1826 with Paris) is a French politician who was Ministre Manufactures and Trade of Napoleon Bonaparte.
Biography
Born in Sainte Menehould, simple employee of farm with Champagne Châlons, during the Revolution, Jean-Baptiste Collin of the three managers of the national customs in 1792 is one. At the beginning of the Consulate, it is named Préfet Drome in March 1800 then of the Seine-et-Marne one year later.The September 16th 1801, a decree of the Consuls creates the Head office of the Customs which replaces the Control of the customs, created by the Constituante. Faithful of the first Bonaparte consul, Collin is named by it first director. It occupies this station until in 1812. Its capacities, defined by a consular decree, are very wide. They include in particular:
- direction of all the operations of customs and relationship direct and single with the ministers.
- presidency of the Board of directors of the Customs (formed of the director and four administrators) with casting vote.
- presentation of the nominations of the agents of the senior officer to the minister.
From 1802, it chairs the Council of the Dispute (compound moreover of three lawyers and a solicitor) charged to defend the Administration before the Court of appeal. Of 1810 with 1812, it is also Conseiller of State in ordinary service except sections.
The January 16th 1812, it is named Ministre Manufactures and Trade (where it preserves the direction of the Customs), station which it will occupy until April 1st 1814 date on which the provisional government replaces the trade in attributions of the ministry for the Interior.
Distinctions
Ordering Legion of honor in 1805, it is promoted to advise of State with life in 1808 and is made count de Sussy in 1809. Even of France and first president of the Court of Auditors during the Hundred Days, it is relieved after July 1815 with the return of Louis XVIII of France.
