The institute of political studies (IEP) of Paris , commonly called “Sciences Po”, is a Grand establishment French public of higher education in the field of social sciences and policies and the international relations. Lesson of Right, of Finance, human Stock management, of Communication, Marketing, Journalism and Urbanisme is also exempted. It forms with the national Fondation of political sciences (FNSP) an abstract unit called Sciences Po .

Resulting from the nationalization, in 1945, of the Private school of political sciences founded in 1872 by Emile Boutmy, the IEP of Paris constitutes a particular case within French higher education: similar to a University by its size, it is close to a University by its very selective recruitment. It is one of new the political institutes of studies in France.

Organization

Statute

The institute of political studies of Paris is a public corporation in scientific, cultural and professional matter pursuant to the decree of January 18th, 1969.

The decree of May 10th, 1985 grants to him the statute of Grand establishment created by the Loi Savary. This particular status gives him a broad autonomy and in particular allows him to freely fix the amount of its education rights, under the terms of the decree of August 5th, 1991, which delegates the fixing of the amounts of the education rights related with the diplomas specific to the board of directors of the establishments.

The institute is managed administratively and financially by the national Fondation of political sciences (FNSP), private foundation recognized of public utility and created for this purpose during its nationalization. This delegation of management, conventional in 1945 then lawful as from 1969, is of a legislative nature since the coming into effect of the law of July 2nd, 1998.

Administration

The administration of the Institute is organized in four directions:
  • direction of the international businesses and the exchanges, created in 1996;
  • direction of the communication;
  • direction of the studies and the schooling;
  • direction of continuing education.
Also take part the directions of the FNSP.

In order to coordinate collaboration with the foreign establishments, American Center (American center) and Asia-Pacific Center (Asia-Pacific Center) were created these last years.

Since 1950, the director of the IEP of Paris was always administrator of the national Foundation of political sciences.

History

Origins

The IEP of Paris is resulting from the Private school of political sciences, called “Sciences Po”, private establishment founded in 1872 by Emile Boutmy. It draws from them its teaching tradition, its first structures, its nickname, and its buildings of the Rue Saint-Guillaume.

The School enters in 1945 the public service of higher education and becomes the institute of political studies of the university of Paris, while simultaneously the national Fondation of political sciences is created to receive its inheritance and to manage it administratively and financially; the unit is called “Sciences Po”.

Others political institutes of studies are created thereafter in other big cities in France.

Post-war period at 1969

The National school of administration, created at the same time as the IEP, moves into a building bought by the FNSP, the hotel of Thimble, called of Meilleraye, located at the nº 56 of the street of the Holy Father, behind the IEP; the gardens of the two establishments are close.

In 1947, Jacques Chapsal becomes director to replace Roger Seydoux, which starts a diplomatic career; it will occupy this station until in 1979.

The Université of Paris is dismembered in 1969 by the Loi Edgar Faure. The institute then takes its current name of institute of political studies of Paris and becomes a public corporation in scientific and cultural matter, distinct from the universities, pursuant to the decree of January 18th, 1969 In 1994, Alain Lancelot launches a reform aiming at removing the purses, replaced by loan S with weak interest and refundable after the entry in the professional life. This causes one of the longest protest movements of the history of the establishment. A “Grève general and unlimited” ends up bursting in January 1995; the Emile-Boutmy amphitheater is occupied three days during and is renamed name of the Castrat Farinelli, with the reason which the direction wanted “to cut the purses”. The reform is finally withdrawn and Mr. Lancelot will not ask for the renewal of his mandate the following year. Richard Descoings, his assistant editor, succeeds to him then.

Since 1996

Richard Descoings engages as of his arrival at the position of director the internationalization of the recruitment of the institute, which accommodates today a third from abroad among its students. This movement is accompanied by a sustained high growth of the number of pupils: manpower pass from 4.254 for the academic year 1999-2000 to 5.717 per 2002-2003.

In spring 2001, the establishment announces the creation of Conventions education priority (STOCK), concluded with colleges located in Zone from priority education close to Paris and Nancy and allowing some their pupils to enter in first year within the framework of a procedure of ad hoc admission, on file then on maintenance. “Conventions ZEP”, presented on February 26th, are one of the first programs of Positive discrimination in France, and cause a very sharp debate for this reason, whether it is within the establishment or in the press. The first year, the STOCK make it possible 17 students to enter in first year. The number of conventions and allowed will be growing, reaching with the re-entry 2005 thirty-three colleges and fifty-seven allowed. The first promotion including of the profit pupils of these conventions is graduate in 2006.

To the re-entry 2000, the schooling is extended to five years: the preparatory year (AP) disappears and is replaced by first a three years cycle, corresponding to the license but not diplômant, composed four six-month periods of study and one year abroad. The four sections of the cycle of the diploma are removed and replaced by twenty-three major. The IEP thus intends to propose a complete schooling of the baccalaureat to the entry on the job market or in a third university cycle; there remains however possible to enter in fourth year after another course.

In 2003, a reform of the school fees is announced, establishing an active scale of registration fee of the exemption from payment for the stock-brokers with 4.000 € for the students resulting from the families having the most raised incomes; it comes into effect to the re-entry 2004. With the re-entry 2005, the criteria are re-examined and the modified scale, the expenses reaching up to 5.000 €.

With the re-entry 2004, the cycle of the diploma is again transformed: the diploma of the establishment and the diplomas of specialized higher learning (OF) are replaced by a " master" , sanctioning five years of studies after the baccalaureat and declined in eleven mentions. The diplomas of thorough studies (DEA) are replaced by a Master seeks, organized in five mentions, and obtained in one year, or in two years within the framework of a double schooling with the course of the Science-Po diploma.

The re-entry 2004 also sees the creation of a school of journalism to accommodate the students of the new mention “Journalism” of the Science-Po diploma. This decision intervenes during one crisis period for the sector, the Training center of the journalists (CFJ) having even been constrained to a voluntary liquidation the previous year.

Schooling

Since 2000, the IEP gave up the traditional course in three years, with preparatory year and cycle of the diploma, to adopt a schooling in five years, separated in two cycles: first a three years cycle, preparatory, and a two years second cycle of specialization. This reform registers the schooling within the framework of the Processus of Bologna the purpose of which is construction of a European space of higher education.

Admission

There exists a great number of procedures of admission (figures of 2006):
  • In first year (with “Vat + 0”):
    • Examination of entry in first year: 203 allowed.
    • Convention priority education (known as “conventions ZEP”): 57 allowed.
    • Admission on file after a mention “Very well” with the baccalaureat: 164 allowed.
    • international Procedure for the pupils having carried out their secondary studies abroad: 186 allowed for the first and second years.
  • In second year (with “Vat + 1”), removed as from re-entry 2008/2009, the candidates into 2007/2008 will pass the examination of the “Bac + 0”:
    • Examination of entry in second year: 115 allowed.
    • international Procedure: 186 allowed for the first and second years.
  • In fourth year (with “Vat + 3”):
    • Procedure of admission in fourth year: 338 allowed.
    • Admission in fourth year by the means of the international cycle of political studies (CIEP): 190 allowed foreign students.
    • Admission in fourth year within the framework of continuing education diplômante (FCD), reserved for employees having at least five years of experience professional: 18 allowed.

The written tests are Examen S and not of the Concours , i.e. the admission is given not by the classification with a fixed number of places offered, but by obtaining a note higher than the bar fixed by the jury.

In 2007, the rate of admission at the entry in first year was of 12%, whereas on the level of the fourth year, 14% of: 2623 candidates could be allowed with the IEP.

First cycle

The first cycle corresponds in term of course to the years of license to the university, it does not lead nevertheless to this diploma. It is resulting from étoffement of the old preparatory year (AP), which was extended to two years and was supplemented by one year obligatory abroad, for a stay from studies or a training course. Until 2006, the schooling of first cycle was not sanctioned by a diploma, but the board of management of December 11th, 2006 decided installation of a " certificate of end of studies of first cycle" , that the pupils in 3rd year in 2006-2007 are the first to be received.

The purpose of the first cycle is initiation of the students to the great disciplines on which rest their formation (Political science, history, economy, Sociologie), the acquisition of work methods, and the reinforcement of the two selected foreign languages. The students follow in particular lectures of Olivier Duhamel and Jean-Louis Bourlanges in constitutional law, of Maurice Vaïsse and Marc Lazar in history, and of Etienne Wasmer in economy.

First delocalized cycles, specialized on an area of the world, were created since 2000:

  • a Franco-German cycle with Nancy;
  • a cycle ibéro-American with Poitiers;
  • an Eastern-European cycle with Dijon;
  • a cycle the Middle East the Mediterranean with Chin.
  • an Euro-Asia cycle with the Harbor (starting from the re-entry 2007).

With the re-entry 2005, the IEP also opened in partnership with the university of Paris-VI Pierre-and-Marie-Curie a double course in sciences and social sciences (also called “S-Cubic”). Since the re-entry 2006, a first cycle specialized on Eastern Asia exists on the campus of Paris and should open in Le Havre with the nearest re-entry.

Second cycle

Specialization intervenes on the level of the second cycle. The students follow during three six-month periods of schooling a joint base including/understanding, in addition to the two foreign languages, a political teaching of thought (“Policy issues”), one of Géopolitique (“world Space”, with in particular Bertrand Badie and Ghassan Salame) and one of Macroéconomie. The remainder of the lesson is specific to the mention which they chose among the eleven proposed:
  • Public affairs, where the lesson concentrates on the public Droit, public finances and social questions, European and international; the graduates are intended to pass the administrative Concours S or to work in the private sector in contact with the public sphere;
  • international Businesses;
  • legal and legal Careers;
  • Communications;
  • Economic right;
  • Finance and strategy, having an agreement with Master 218 of the University Paris-Dauphine;
  • human Stock management;
  • Journalism, within the school of journalism;
  • Management of the culture and the media;
  • European Businesses;
  • territorial and urban Strategies;
  • Town planning.

One six-month period of the fifth year is devoted to a training course or a stay of studies abroad.

Formation with research

Initial training with the research takes place within the doctoral school in partnership with the research centres of the FNSP and makes it possible to obtain a national diploma of master to finality seeks. A double arranged course makes it possible of more than obtain in two years the diploma of the Institute of political studies of Paris and a master with finality of research. The six mentions of the master with finality of research replaced in 2004 the eight diplomas of thorough studies (DEA):

  • International relations;

  • Sociology of the action.
The doctoral School is also entitled to deliver the doctorate and the accreditation to supervise research in following social sciences: economy, history, political science, sociology.

Double diplomas

Double diplomas were created these last years with foreign universities, which allow a small number of students of the IEPP and university in question of obtaining the diplomas of the two establishments at the conclusion of an arranged cycle:
  • with the Freie Universität Berlin, in sciences policy and social;
  • with School off International and Public Businesses (SIPA) of the Columbia University (New York);
  • with the London School off Economics (Them, London);
  • with the Universität St Gallen (HSG) in international businesses and governorship;
  • with the university of State of international relations of Moscow (MGIMO);
  • with the commercial Università Luigi-Bocconi (Milan), in Management off International and Public Affairs ;
  • with the central School of trade of Warsaw (SGH).

Access to the legal professions

Lawyer

The diploma with mention “careers legal” or “economic right” is recognized like equivalent with the control in right for the exercise of the profession of lawyer under the terms of a stopped of March 2007. This decree caused sharp protests among the teachers of the universities, which denounce the insufficiency and the brevity (three six-month periods if the training course is not counted) legal training given with the IEP, the difference of the means between the IEP and the universities, the treatment difference between the IEP of Paris and those of province, and the adequacy between the tests of admission in CRFPA (in particular the note of synthesis) and the formation of the IEP. The defenders of the decree propose the variety and the intensive character of the legal lesson exempted at the IEP, the fame of the teachers, the level of the diploma of the IEP (bac+5 against bac+4 against the control in right), the equality of all the candidates to the examination of admission with the CRPFA and the existence of other equivalences which do not cause controversies.

Magistrate of the legal order

Questioning on opportunity to recruit listeners of justice not holders of control in right (in particular those which result from the IEP), the commission of the laws of the Senate proposed to maintain unchanged the conditions of diploma of the contest of the ENM, at least as long as the number of allowed the not holders of a control in right remains marginal, but also to modify the coefficients of the tests and to draw up eliminatory notes to reinforce the importance of the legal tests.

Doctoral studies

The IEP of Paris delivers doctorate S in economy, in history, Political science and Sociologie. Approximately six hundred doctorands, including two hundred foreigners, prepare a thesis within the doctoral school.

Executive Master

The IEP of Paris delivers diplomas Executive Master in several fields such Finance of Company. These programs, from one intermediate duration of one year and half, they are intended for the executives in activity.

MBA Sciences Po

The IEP of Paris delivers a diploma of business management: the Master off Business Administration, intended for the professionals in the search of an accelerator of career at the national and international level, an occupational reorientation or a creation of company. Preparation with the administrative contests

The preparation with the administrative contests is since the end of the 19th century one of the historical functions of the establishment, which provides a big part, even the near total of allowed of certain administrative contests; thus the greatest part of allowed of the external contest of the ENA are each year resulting.

The IEP of Paris proposes one year complementary to preparation to the administrative contests, known as “Prépa contest” or “Prep' ÉNA”. It consists primarily of a preparation with the principal French administrative contests of category has: National school of administration (ENA), National school of the magistrature (ENM), School of the high studies in public health (ENSP), National center of higher learning of social security (CNES), National center of the territorial public function (CNFPT), Ministry for Foreign Affairs (to advise framework of the East, secretary tallies general, secretary tallies of the East), Banque de France (assistant of direction), administrative courts (to advise of second class). Campus

The IEP of Paris occupies various buildings in the center of Paris, which are had or rented by FNSP. The majority are located in the VII {{E}} district, and several in the street Saint-Guillaume, which indicates the IEP by Métonymie:

  • To the 27, Street Saint-Guillaume (old hotel of Mortemart, built in 1663, historical seat since 1879). It shelters classrooms giving on the street, a wing of amphitheaters built between 1933 and 1936 and renovated in 2005 (Emile-Boutmy, Jacques-Chapsal, Anatole-Leroy-Beaulieu), and the two older rooms of the library. A garden makes the junction with the principal building.
  • To the 117, Boulevard Saint-Germain (old hotel of the Circle of the bookstore and old East-German arts center): sit of the school of journalism.
  • To the 174, Boulevard Saint-Germain: buildings of the MBA Sciences Po
  • To the 199, Boulevard Saint-Germain: sit of the doctoral school.
  • To the 224, Boulevard Saint-Germain: buildings of trainings in history, with a classroom.
  • To the 56, Street Jacob (old hotel of York): the Center of history of Sciences Po and the Center of studies and international research there have their seat and accommodate certain lesson of research.
  • To the 13, street of the University (old hotel Feydeau de Brou, previously Parisian buildings of the ÉNA). The board of directors of the FNSP paid homage to Rene Rémond by giving his name to this building.
  • To the 8, Street Jean-Sebastien-Bach: buildings of the master town planning.
This “urban campus”, if it contributes to the prestige of the institute and allows him to easily accommodate outside contributors because of his proximity with the places to be able, poses problems of bursting and place, made more sensitive still by the rapid increase in the number of students these last years.

Community life

The IEP recognizes five permanent associations, exempted procedure of recognition calling upon the vote of the students: the Office of pupils (BDE), the Office of arts (BDA), the Sports association (AS), the Film club and Sciences Po the Council.

The Conference Olivaint, founded in 1875, is the oldest student's association of France. Strongly marked by its catholic origins during its first century of existence and laicized in 1968, this “political think tank”, which organizes conferences and debates, counts among its former members of the political personalities of foreground, like Pierre Mendès France, Robert Schuman or Laurent Fabius. It acted at the origin for the Jésuites founders to make in Sciences Po of the infiltration in the leading class.

Trade-union life

The student trade unions have to sit in the authorities of Sciences Po: the Board of Management, Joint committee and the Scientific advice. Since 1975, the students of Sciences Po elect, with a very weak participation, UNEF-Sciences Po like majority trade union studied.

In 2006-2007, the results still placed the majority UNEF, in front of InterZaid-FAC Green, then Nouvelle Gives, the Confederation Coed, PLAIN Sciences Po, and finally Southern Studying.

The PLAIN one is present since 1989 at Sciences Po, but its manpower are very decreased. InterZaid-FAC Green, resulting from alliance between the national union FAC Green and InterZaid, an old corporation, is implied in the ecological life of Sciences Po. As for Nouvelle Gives, this new corporation created in 2006, proposes a nonpolitical trade unionism from its ideas, but political by its actions: organization of conferences or historical visits for the students. Studied south is minority, and was elected only at the Scientific advice with 8 votes. The Confederation Coed (C) is present only since 2007.

Each year, the students vote in January to renew their representations.

Teachers

The lesson is ensured by thousand four hundred people the varied statutes. The full-time teaching staff of a station at the institute or the FNSP is largely minority.

There are only sixty-six titular people of a station of University lecturer of the universities or Professor of the universities at the institute. Part of the hundred soixante-treize enquiring associated with the one of the centers of FNSP, as well as sixty foreign professors guests each year, also teaches.

The other teachers teach only punctually at the institute. It is either of the experts of the field to which their teaching relates (senior officials, managers of undertakings, political personalities, intellectuals, etc), or of the academics teaching in another establishment. Some are in charge only of one teaching, which explains the high number of “teachers”, for less than five students. They are called “lecturer”, being in charge of a “conference of methods” (equivalent of directed work, or TD, at the university), but are administratively only frees-lance. This specificity goes back to the first years of the Private school of political sciences.

The various teachers of the Institute are attached to Chaire S, like that of the Sustainable development or that of the Mercosur. The IEP of Paris to the characteristic to be sponsored by companies. Thus, the multinational sponsored Arcelor the Mercosur pulpit, which in other universities is not done, in particular for regulatory reasons (the IEP Paris having a specific legal status) or morals (by preoccupation with an independence).
