Hissène Habré
Hissène Habré (1942 -) is a Chadian Politician . He is president of Chad of 1982 with 1990.
Youth
Habré was born in 1942 with the Chad. It is originating in the ethnos group Gorane or Toubou. It belongs to the Anakaza clan. He was member of the national Armed forces of Chad (FANT), now disappeared under this name.
Prime Minister
The August 29th 1978, Habré became Prime Minister. Its mandate ended the following year.Hissein Habre was founder of the C.C.FAN (the Council of the Command of the Armed forces of North) which became FAN (Force Armed with North).
War against Libya
Hissène Habré, chief of the Armed forces of North (FAN) reversed Goukouni Oueddeï the June 7th 1982 to occupy the position of president. The post of Prime Minister was removed and several political opponents were carried out. Habré transformed the FAN into regular army (FANT), then created an political police, the Management of documentation and safety (DDS).The GUNT, the driven out transition government of the capacity by the forces of Hissein Habré, withdraw themselves in the North of Chad. It is helped by Libya which annexes since 1973 the Bande of Aozou. The war worsens in 1983 and the Libyan forces occupy the north of Chad until the counter-offensive of the forces of Habré which leads in March 1987 to the reconquest of North with the support of the French Army. During the conflict, the United States would have used a clandestine base in Chad to involve captured Libyan soldiers and to organize them in anti-Kadhafi force. They would have also provided a military and organisational support to the DDS.
Demolished of Kadhafi and falls of Habré
The help of France and the United States was decisive. The Libyan occupation ended in March 1987. A cease-fire was signed in September 1987, devoting the victory of Habré. The diplomatic relations were restored in October 1988.Idriss Déby Itno reversed it on February 1st 1990. Habré found refuge with the Senegal.
Legal problems
Hissène Habré is suspected of being responsible for dead of thousands for people, the exact number being unknown.Continuations against him are committed in Belgium pursuant to the Loi of universal competence which, although repealed in 2003, applies in this precise case (certain plaintiffs having acquired Belgian nationality). A mandate of international stop, supplied with a request for immediate arrest, is delivered by Belgian justice the September 19th 2005 and transmitted to the authorities sénégalaises. After its arrest the November 15th and a police custody of a few days, Hissène Habré is slackened, Senegalese justice being finally declared inefficient and the business carried on the level of the African Union.
