The head office of the Treasury and Economic policy (DGTPE) is a direction of the Ministère of the Economy, Finances and Employment, in France, created in 2004 by fusion of three old directions. She plays a part of expertise near the minister in control the Economic policy of France, in the management of the inheritance of the State, in the economic forecast.
Missions
She exerts the following missions:- It works out the economic forecasts for France and its international environment and ensures the analysis and the council on the macroeconomic policies and the economic questions and financial European, in particular as regards coordination of the economic policies;
- It fulfills a function of council and forecast for the control of the public policies in France in the fields of public finances, the social questions and employment and the sectoral policies;
- It takes part in the development and the implementation of the regulation of the financial institutions, of the companies and intermediaries of Assurance, as well as policy of regulation of the saving, investment and financial markets and of the policy of financing of the company and housing;
- It is in charge of the economic questions, financial and commercial international on the multilateral and bilateral level and contributes to the policy of Development assistance;
- It supports the international expansion of the companies;
- It manages the treasury and the Dette of the State (management delegated to the Agence France Treasure);
- It takes care in the companies and other organizations which enter its field of competence to the patrimonial interests of the State;
- It ensures the secretariat of the Economic commission of the Nation, the annual economic conference, the economic observatory of the open-market purchase, the inter-ministerial committee of industrial reorganization and the Club of Paris.
For the exercise of the whole of its missions, it lays out and ensures the management of regional managements of the foreign trade, of the global area network of the economic missions, as well as services attached to the administrator attached to an international financial institution, the permanent delegation near the World Trade organization or to the permanent representation near the European Union.
The Agency France Treasure and the Agency of the participations of the State, services with national competence, are attached to the managing director of the Treasury and the economic policy.
History
The DGTPE was created by the decree of November 15th 2004.Its creation is the result, within the framework of the implementation of LOLF, of fusion between three directions of Minéfi which were turned towards the economic action:
- the Direction of the forecast and the economic analysis (DPAE), created in 1965;
- the Direction of the Treasury (DT), founded in 1940, and the two services with national competence which are attached to him (the Agence France Treasure and the Agence of the participations of the State);
- the Direction of the foreign economic relations (DREE), established in 1944.
Historical role
The old Management of the Treasury played a determining role in the economic modernization of France during the Glorious Thirty. She played a part of distribution of the Marshall plan, of coordination of the financing of the public investments. With the Nationalizations of the post-war period, it is in charge of the control of the State enterprises. This role was reduced with the successive privatizations. In 1984, it controls the mission of control of the financial activities, within the framework of the reform of the banking environment.
