The head of government nominates the person placed at the head of the Gouvernement in a State. There exist two principal types of democratic regime.
In a parliamentary mode, the chief of the government is equipped with broad capacities and thus exerts de facto the Executive power instead of the Head of the State. He is often named by this last and directs the administration S and the government. It is him which prepares the laws and represents its country in the International relations. It is also responsible for its acts in front of the Parlement which can reverse it. Contrary however, the executive power can dissolve the Parliament.
It is the case of the Germany, the Italy or the Portugal.
In the majority of the cases, one speaks about Prime Minister. There exist however Presidents of the Government , Chanceliers or Presidents of the Council of Ministers .
In this type of mode, the Head of the State is also the chief of the government. That results in the fact that the Parliament cannot reverse the Government but that the President cannot dissolve this last.
It is the case of the the United States.
The diversity of evolutions of the various nations and, consequently, of their modes, makes that several function on intermediate systems.
It is the case in France, where the President of the Republic exerts the majority of the executive power and has a paramount role from the Constitution. It rather often replaces the chief of the government.
