Georges Lemoine , born the June 20th 1934 with Rouen, former student of the National university of Saint-Cloud, University lecturer in German language, old Mayor of Chartres (1977-1998), former deputy, socialist former minister, it marked the political life of the department of the Eure-et-Loir during many years.
Leader of the Socialists euréliens during more than 20 years
Georges Lemoine knows his first experiment in policy while presenting himself on a rather preserving list to Dreux to the municipal elections. After this failure, it joined the Socialist party, of which it wishes to make an important political clout in a department still dominated by a tradition radical-Socialist.In 1977, he is elected mayor of Chartres after having gained the cantonal elections in 1973. He becomes appointed in 1978 and will be re-elected until 2002 (except 1993 to 1997). With the favor of the election of François Mitterrand in 1981 with the presidency of the Republic, Georges Lemoine becomes an important framework of the PS and takes part at several Socialist governments as Secretary of State in the governments Mauroy and the government Fabius I (with energy (May in June 1981), near the Minister for defense (1981-1983), charged with DOM-TOM (1983-1986).
1995-2002: one transitional period
Re-elected mayor in 1995, after having circumvented an internal dispute with the PS by creating the UREL (Union of the Republicans of Eure-et-Loir), its last mandate will constitute a phase of political transition.The city qualified by the press of “beautiful deadened”, must face a very delicate financial position made public by a report/ratio of the Regional court of the accounts (CRC) of 1996. Georges Lemoine takes then with drastic measurements (strong increase in the taxes and severe control of the expenditure) to avoid a setting of the city under the supervision of the Préfet. In 1998, Georges Lemoine resigns of his mandate of mayor before term. Jean-Louis Guillain (without label) succeeds to him. There remains however member of the municipal council and is elected 1st assistant-with-mayor.
Georges Lemoine also preserves the presidency of the COMmunauté of Chartres-native Agglomeration (COMACH) of which it increases competences by contribution with those of common the members. While having given up his function of mayor, Georges Lemoine thus remains leading very important communal businesses, the more so as symbolically, it preserves his old office of mayor in town hall, which is worth to him to be baptized the “phantom mayor” of Chartres by Le Figaro.
2001-2002: the loss of the municipal mandates and deputy
In 2001, the Chartres-native political situation, become very complex, led to the emergence of several lists for the municipal elections, on the right like on the left.-
On the left
List carried out by Pascal Ory, invested by the PS. Jean-Louis Guillain gives up being presented in the form of a chief candidate the profit of Pascal Ory supported candidate by Georges Lemoine (itself member of the list). Pascal Ory is an academic, historian, and assistant of the leaving mayor in load of the culture.
List of the associative and dissenting left of the PS. Around association Énergies citizens draws up a list gathering of the members of the civil society, the Verts and the dissidents of the PS which is opposed openly to Georges Lemoine by requiring her withdrawal of the political life.

On the right
List carried out by Eric Chevée invested by RPR and UDF. Eric Chevée (UDF) and Marie-Claire Carrère-Gée (RPR, near to Jacques Chirac) draw up a list supported by the main part of the political officials of the right-hand side and the center, except for Gerard Cornu, senator RPR and Daniel Guéret, RPR regional adviser and of the members of liberal Démocratie which disputes the legitimacy of M. - C. Carrère-Gée whose establishment in Chartres is considered to be too recent.
List carried out by Jean-Pierre Gorges invested by DLL and dissenting of RPR and UDF. Jean-Pierre Gorges, departmental person in charge of liberal Democracy, combined to Daniel Guéret, lead a list which is invested only by DLL but gathers dissidents of RPR however, MPF and of UDF.

First turn of the municipal election
As of the first tower the line is majority and it is the list of Jean-Pierre Gorges who gains the " primaire" of a hundred voice.

Second turn
Eric Chevée and his fellow candidates withdraw themselves (without amalgamating). On the left, the Ory list is at the head and amalgamates with the list Énergie Citizen after rough negotiations programming sciences and with engagement that Georges Lemoine is neither mayor nor President of the Community of Agglomeration. At the conclusion of the second tower the list carried out by Jean-Pierre Gorges carries it. Jean-Pierre Gorges becomes mayor.

Change of majority at the Community of Agglomeration
The town of Lucé, 2nd city of the agglomeration, elects Jacques Morland (DVD having been constant at the time of preceding candidatures by MNR). The council of the COMACH thus mainly becomes made up right elected members and center. Jean-Pierre Gorges succeeds Georges Lemoine like chair Agglomeration.

legislative Elections of 2002
With the legislative elections of 2002, Georges Lemoine is beaten by Jean-Pierre Gorges on the 1st district.
Georges Lemoine thus preserves only two mandates: general adviser of the canton of North-eastern Chartres (renewable in 2007) and city council man of Chartres.
A last mandate: general adviser of Eure-et-Loir
Principal opponent of Martial Taugourdeau, president RPR of the general advice of 1986 with his accidental death in 2001, Georges Lemoine loses gradually his leadership starting from his re-election in 2001 at the general advice. Jacky Jaulneau, appointed temporary PS of François Huwart (PRG) become Secretary of State into 2000 within the government Jospin, becomes the new leader of the departmental opposition. Following the elections of 2004 which renew departmental majority UMP/UDF/DVD carried out by Albéric de Montgolfier, Georges Lemoine leaves the group of the PS/DVG/Républicains opposition which did not re-elect it at the standing committee of the general advice. He creates a " group then; autonomous for the democracy sociale" (GADS), always positions in the tradition of the socialist left and tries an opening near the UDF members, DVD and DVG of the general advice. This opening is not concretized and he remains the single member of the GADS. He asserts a freedom since then of vote which he will concretize in 2004 as a voter for the budget presented by president UMP of the general advice. In December 2005, he will vote as the group of opposition while abstaining from on the budget.
In 2004, Georges Lemoine announced his intention to draw up a list with the municipal elections of 2008.
