French federation of Rugby with XIII

The French federation of Rugby to XIII (FR XIII) is the authority managing the Rugby with XIII in France. FR XIII counted 8.500 bachelors and approximately 18.000 bachelors occasional practitioners in 2003.

History

This federation is founded the April 6th 1934 under the name of French Ligue of Rugby to XIII (LFR XIII).

The LFR XIII, having deposited its statutes and its recording carried out with the Police headquarter of Paris (P.P.P), had another stage to cross to confirm and officialize its legal validity, obtaining agréement the National committee of the sports (C.N.S).

In July 1934 the C.N.S refused to him agréement with the reason which it did not represent a new sport, for him it was quite simply an alternative of the play of Rugby (in these years there the word Rugby was thus already an unavowable concept and generic term). In spite of non agreementof the C.N.S and owing to the fact that it was duly recorded with the P.P.P, the LFR XIII could despite everything achieve its object social.

It is on January 12th, 1938, not by Léo Lagrange Leo Lagrange ministre of Physical education - and burning partisan of the popular sport, leisure but not of the professional sport of the government C. Chautemps], but initially and more particularly thanks to the 1st Minister Camille Chautemps, than it obtains agréement refused 3,5 years rather by C.N.S.
This agréement obtained is legal, governmental and republican, it is: " Company Approved by the Government or S.A.G" … important Note: at 2 meadows days the legal and official right to denomination S.A.G would have could not be to him granted later on because the government C. Chautemps resigned on January 14th, 1938 (Léo Lagrange preserved however its function of Minister for Physical education in the second Government Leon Blum which succeeded immediately the government C. Chautemps).

For the first season (1934-35), of this new handset of imported Rugby of England by Jean Galia and its Pioneers, the LFR XIII counts 10 clubs known as " Pro" (clubs which compensate their players for time wasted to involve itself and to play the matches of the Championship of France and the Coupe de France " Lord Derby") and 19 clubs strictly Amateurs. During following seasons of new clubs member to the LFR XIII and to néo-Rugby (Rugby with XIII) but it also happens that some do not renew their adhesion with the LFR XIII and néo-Rugby. For the season 1939-40, the LFR XIII counted 13 clubs Nationaux and from 142 to 146 clubs strictly Amateurs, that is to say on the whole from 155 to 159 clubs.

The unhealthy air of the 2nd six-month period 1939 continues its devastations and, the October 15th 1940, the LFR XIII addresses to all its clubs following Official press release: " All the competitions of the League are cancelled… It is recommended to play dice Sunday with the Rugby with XV ". Certain clubs of Rugby to XIII will amalgamate with the club of the play with XV of their city (example: RC Roanne), others will create a new sports association of Rugby to XV with the club of play to XV of their city (example: RC Albi). In addition as much the clubs of Rugby to XV are satisfied with the disappearance of the rival, as much some of them do not hesitate to reject integration in their center of the ex-players and ex-leaders of Rugby with XIII; this last fact will bring, on May 21st, 1941, the ex-Secretary of the Central Commission of the Rugby to XIII Amateur (Mr Darmaillac) to intervene with the Minister for State education Commission of the Sports and, in addition, this fact will lead also certain ex-clubs of the Rugby to XIII to be transformed into clubs of Rugby to XV (examples: XIII Catalan becomes RC Catalan XV, Toulouse Olympique becomes Toulouse Olympique XV, SA Villeneuve becomes US Villeneuve XV, RC Carpentras becomes RC Carpentras XV…)

It is dissolved by the Régime of Vichy which prohibits the practice of Rugby at the XIII on December 19th 1941; Prohibition carried out under the pressure of several eminences of the FR and more particularly under the pressure of those subscribing fully to or cantors of the ideology of the mode of Vichy. Vichyist politicians are also responsible for dissolution and doubtless also the Nazi regime directing Germany and continental Europe from Berlin.

Whereas the Release of France is in hand, the French League of Rugby to XIII takes again its activities as of the September 17th 1944 with Toulouse: its clubs invited to or obliged to practice the play with XV during the years at the end of 1940 in June 1944 (to protect their goods as far as possible) return in great number in the LFR XIII, the supporters of the néo Rugby also return per thousands. But from the goods of any nature disappeared, those of the League in Paris and Bordeaux, those of the regional leagues and also in the clubs: they were seized by the mode of Vichy and its national Révolution or stolen or sometimes reserved for Rugby with XV.

But, under the pressure of Rugby with XV (1st Protocol LFR XIII/République/FFR XV of the July 10th 1947) and to obtain agréement final French Republic, the LFR XIII is, with its Congress of Arcachon (2, July 3rd, 4th and th 1948), in the obligation to take a new name: French federation of Play with XIII (register of the deliberations and statutes were deposited with the Prefecture of the Gironde on July 24th, 1948). The generic term Rugby is confiscated by holding of the XV; but also by the fact that the LFR XIII (then the FFJ XIII) did not create association law 1901 " League Rugby with XIII" envisaged and stipulated with the protocol of July 10th, 1947 to manage and control national Division, preferring to do it via an internal commission of the federation.

It is by the suppression of sound agréement of 1946 and by the granting again agréement published in the Official journal of April 22nd 1949 that the LFR XIII (ordinance and decrees 1945,1946,1949) then became the French federation of Play with XIII (federation governing a sport amateur) and… A.) that it (even if it does not have any the name) can then continue to belong to the sports recognized in France,… B.) that Rugby with XIII (even if he does not have the name of it and although the Republic gives him the possibility of preserving it for officially governing its 2nd field of activity and of practice i.e. the sport semi-professional or professional (its national Division): cf protocol July 10th, 1947) can then continue to belong to the sports practiced and recognized in France.

The flame and passion " Rugby with XIII " not having never disappeared in the head from the leaders (as it at the time of the Congress of 1968 was the case: fallen through attempt at resumption of the names " Rugby with XIII" and, " French federation of Rugby with XIII") :

  • After a legal war engaged by FR in 1985, on June 4th, 1993 French Justice, in its ultimate Stop taken by the Court of appeal, gives finally reason to the French treizists; this Stop allows the play French Rugby with 13 players to find his original name of 1934: " Rugby with XIII " and, with the federation governing it to take again its original name of 1934: " Federation (ex Ligue) French of Rugby with XIII ". Consequently, on January 26th, 1994 the Journal officiel de la R3epublique fran1caise recalls us and certifies that the French federation of Rugby with XIII has delegation of the Republic to manage Rugby with XIII in France.

  • Before the definite decision of the Court of appeal, the Council of State in its Stop of March 31st of 1989 (ruling with the dispute) had cancelled, for error of right, the decree of the Minister for youth and the sports dated December 31st, 1985 granting to the French federation of Play with the XIII delegation envisaged in article 17 of the law of July 16th, 1984.

Rugby with XIII French, although not answering completely 3 criteria, fact left the sporting disciplines recognized high level FR XIII is initiating and cofondatrice of:
  • International Rugby League Board (January 1948 in Bordeaux) famous since 1999, Rugby International League Federation.
  • Rugby League European Federation (May 2003 in Paris)

FR XIII is initiating and founder of the World cup of Rugby to XIII, project launched in 1951 and whose 1st realization was carried out in France in 1954.
