Evangelina Carrozzo had gained the title of beauty queen of Guayleguaychú a few months before its participation in the fourth international top European Union/Latin America and the Caribbean which was held with Vienna the 11 and May 12th 2006. The War of paper, a dispute between Argentina and Uruguay then becoming extensive in the relations between the two countries, implies the establishment of two factories of paper in Uruguay and, according to Argentina, of the environmental risks for the Rio Uruguay. Evangelina Carrozzo was implied then with the association Greenpeace, which enabled him to go to Vienna for the international top. Carrozzo had 15 days to plan its actions.
