European agency for the management of the operational co-operation at the external borders

The European Agency for the management of the operational co-operation at the borders external of the Member States of the European Union , or Frontex (of French external Borders ), in English European Agency for the Management off Operational Co-operation At the external Borders off the Member States off the European Union , is the arranges European for safety and the borders external of the European Union. Its seat is with Warsaw (Poland). It is responsible for the coordination of the activities of the customs officers in the maintenance of safety of the borders of the Union with the States non-member. Frontex was created by payment (EC) n° 2007/2004 of the Conseil of October 26th, 2004. The agency is operational since the October 3rd 2005. Its executive director is Ilkka Laitinen.

The mission of Frontex is to help the Member States to implement the community rules relating to the external borders and to coordinate their operations in the management of these external borders. Each Member State remains however responsible for the part of border which is on its territory. The Agency is satisfied to guarantee common standards and the same level of effectiveness.

The budget of Frontex comes from subsidies of the European Union.

History

2002 : creation of a grouping of experts in external borders with for goal to arrive to an integrated management of the external borders.

2004 (October 26th): creation of Frontex.

2005 (April 26th): the seat is fixed at Warsaw and the organization takes up duty on May 1st.

Principal tasks

To coordinate the co-operation of the Member States in their operations as regards management of the external borders.
To establish common standards of training of the frontier guards.
To carry out analyzes of risks.
To assist the Member States for the training of its frontier guards.
To support the Member States to organize common operations of return.
