Drago doctrines

The doctrines Drago , stated in 1902 by the Argentinian Foreign Minister Shine María Drago, is an extension of the Doctrine Monroe which affirms that no foreign capacity, including the the United States, can use the force against the American nations in order to recover Dette S. It was supplanted in 1904 by the Corollaire Roosevelt. As Drago stated it:

The principle that I would like to see recognized is that according to which the national debt cannot give place to an armed intervention, and even less with the physics soil occupation of the American nations by a European power.

The Drago doctrines are resulting from the ideas expressed by Carlos Calvo in Derecho internacional teórico there práctico of Europa there América ( theoretical and practical International law of Europe and Americas ), known under the name of Doctrine Calvo. The Calvo doctrines propose to prohibit the diplomatic intervention before all the recourse buildings were tested.

The Drago doctrines were an answer to the intervention of the the United Kingdom, Germany and Italy which had blocked and bombarded ports because of the size of the debt vénézuélienne which had been contracted under the mandate of the president Cipriano Castro. A version modified by Horace Porter was adopted with $the Hague in 1907 (the Convention Drago-To carry). It stated in more than the arbitration was to be the first means to solve conflicts: any State left with convention was consequently to agree to be subjected to an arbitration and to take part in it in good faith, if not the State which claimed the refunding of its credit found the right to use the armed force to arrive at its ends.
