Domitien Ndayizeye
Domitien Ndayizeye (born the May 2nd 1953, Murango, Province of Kayanza) is a politician Burundian, old president of the Republic of Burundi of the April 30th 2003 with the August 26th 2005.
Career policies
The takeover of Ndayizeye is the result of the agreements of Arusha concluded in 2000 between the minority Tutsi and the majority Hutu to which Ndayizeye belongs. The goal of the agreements is a return to a situation of peace. The Ndayizeye government is charged, under the terms of these agreements, supported by the Heads of State of the area as the president Uganda is Yoweri Museveni and chair it Tanzania N Benjamin Mkapa, to organize democratic elections as to install a constitutional framework which satisfies both principal Ethnie S of Burundi.
Presidency of April 2003 in August 2005
For 18 months, the president was the tutsi Pierre Buyoya member of the party UPRONA and Ndayizeye his vice-president before Ndayizeye reaches the position of president and the tutsi Frederic Ngenzebuhoro acting as vice-president since the November 11th 2004 (to replace Alphonse Kadege).
The lack of preparation of electoral operations as well as the raids of some armed groups tutsi which refused the process of standardization political making following the Accords of Arusha forced the carryforward of the expiries chief clerk, legislative and presidential planned for 2004.
A new constitution written in 2004 was subjected to referendum the February 28th 2005. The large majority of the political parties, Hutu like tutsi, invited to approve the new constitution resulting from the discussions of peace and this one was approved with 92 % of the voices.
After the election of Pierre Nkurunziza member of the CNDD-FDD at the position of president with the elections of the August 19th 2005, Ndayizeye becomes senator.
The August 21st 2006, the Senate raises its parliamentary privilege and Ndayizeye is stopped to have taken part in the preparation of a hypothetical coup d'etat. Ndayizeye is discharged and released on January 15th, 2007. The former chief of the National liberation armies Alain Mugabarabona who had denounced Ndayizeye, clamp that it was under the torture and at the request of the Burundian security service, the national Documentation .
