• 1790 : creation of the department of the Rhone-and-Loire with 6 districts: Lyon-city, Lyon-Countryside, Saint-Etienne, Montbrison, Roanne, Villefranche
• 1793: creation of the department of the Rhone with 2 districts: Lyon, Villefranche
• 1800: creation of the districts: Lyon, Villefranche

Saint-Etienne, Montbrison, Roanne is in the department of the the Loire.
