Direction of the development of the media

The Direction of the development of the media (DDM) was created in France by a decree of November 3rd 2000. Placed under the authority of the Prime Minister and attached for his management to the general secretary of the Government, it replaced the Legal department and information technique and of communication (SJTIC).

It is directed by Laurence Franceschini.

Missions of the DDM

She has the role of laying down and of implementing the policy of the Government in favor of the development and the pluralism of the media and the services of the company of information.

For this reason, it prepares the legislation, the regulation and the decisions of the Prime Minister relating to the written press, the audio-visual communication and the other departments of communication intended for the public. In these various sectors it follows the negotiations relating to the professions concerned, manages the financial aids allotted to the companies and takes part in the implementation of the procedures concerned with the right of the competition.

It ensures the secretariat of the joint committee of the publications and news agencies. It follows the activity of the organizations of the sector of the press subjected to particular status or dependant on the State by convention.

It prepares and carries out the decisions falling within the competence of the Prime Minister and relating to the supervision of the organizations of the public sector of the audio-visual communication.

It takes part in the coordination of the actions in favor of the company of information and in the implementation of the policy of diffusion of the public data.

It is associated with the European and international negotiations concerning with the regulation or the regulation of the media and the services of the company of information.

It takes part in the development and the implementation of the policy of the Government in favor of the audio-visual action external of France.

It coordinates the statistical programs relating to the activity of the media and publicity.
