Deliberative Parliament of the people (Indonesia)

The deliberative Parliament of the people , in Indonésien Majelis Permusyawaratan Rakyat or MPR , is the Parliament of the Indonesia. It was formed only following the elections of 1971, replacing the MPRS ( Majelis Permusyawaratan Rakyat Sementara , " deliberative assembly of the people provisoire") named in 1959 by the president Soekarno.

Since the general elections of 2004, the MPR is bicameral. The two rooms are:

  • the Representative council of the people ( Dewan Perwakilan Rakyat or DPR), whose members are elected by the direct suffrage with proportional within the frameworks of districts;

  • the Representative council of the areas ( Dewan Perwakilan Daerah or DPD), whose members are elected by the direct suffrage at a rate of four per province, that is to say 128 on the whole since the current number of provinces is of 32 (2007).

Until an amendment of the constitution of 2004, which also has establishes the DPD, the MPR elected the president of the Republic. Since the president is elected by the direct suffrage.

The MPRS

Before the creation of the MPR in 1971, there was a Majelis Permusyawaratan Rakyat Sementara (MPRS) or " deliberative assembly of the people provisoire".

The MPRS had been formed by an order in Council of July 5th, 1959 signed by Soekarno. It was made of a DPR known as " Gotong Royong" which delegates of the areas had been added, i.e. representatives of the provinces, and delegates of the golongan karya , or " fonctionnels" groups;. These delegates were named by the president, as well as the president and the vice-president of the MPRS.

The MPRS which had elected Soeharto president of the Republic in 1968, two years after the tranfsert of being able conceded by Soekarno by l'" order of March 11th, 1966 ".
