Conventions of Marsa
The conventions of Marsa , complements with the Treated of Bardo, are signed between the Bey de Tunis and the French government, the June 8th 1883, with Marsa (Tunisia).
The text is signed by the Résident general of France in Tunisia, Paul Cambon, and Ali III Bey.
Text
Article first. - In order to facilitate at the French government the achievement of sound Protectorat, Its Highness the Bey of Tunis commits herself proceeding to the administrative reforms, legal and financial that the French government will judge useful.Article 2. - The French government will guarantee at the time and under the conditions which will appear the best to him, a loan to emit by Its Highness the Bey for the conversion or the refunding of the consolidated debt rising with the sum of 120 franc million and of the floating debt to amount of a maximum of: 17550000 francs. Its Highness the Bey avoids in the future negociating any loan on behalf of Regency.
Article 3. - On the incomes of Regency, Its Highness the Bey will take:
1/ sums necessary to ensure the service of the loan guaranteed by France
2/ the sum of two million piastres (: 1200000 francs), assembling civil list, the surplus of the incomes having to be affected with the expenditure of administration of Regency and the refunding of the loads of Protectorate
Article 4. - This arrangement confirms and supplements, as a need, the treaty of May 12th, 1881. It will not modify the provisions occurred at present for the payment of the contribution of war.
