History of the chain
Of the Seven in Arte France
the Seven (Company of edition of television programs) is a public limit company of French edition of television programs created on February 23rd, 1986 in Paris to develop a cultural and educational television program for a diffusion on the satellite of direct diffusion TDF 1. In March 1989, the Seven becomes the European Company of television programs and receives SCUMS the authorization to emit on the satellite TDF 1 in April 1989. It starts to diffuse its programs on May 30th, 1989; those are taken again on the cable networks, and an agreement with FR3 enables him to have a window on the terrestrial network of the third chain, saturdays of 15:00 at midnight, of February 3rd, 1990 in April 1992. May 30th, 1992, the Seven loses its role of diffuser to the profit of Arte but remains like French pole of Arte GEIE in the shape of company of edition of program. It takes the name of Sept-Arte on September 27th, 1993 and becomes Arte France the 2000.
A project of Franco-German cultural chain
March 26th, 1988, a " work group; Cultural chain franco-allemande" is set up in Germany between the minister-presidents of Länder of Bade-Wurtemberg, the Rhineland-Palatinat and the First Burgomaster of Hamburg. The French government and the eleven Länder of the FRG (only qualified as regards broadcasting in Germany) declare on November 4th, 1988 which will be examined the possibilities of creation of a Franco-German cultural Chain, future European cultural Television whose seat would be in Strasbourg. The project receives the support of the French president François Mitterrand and of the German chancellor Helmut Kohl at the time of the 52e Franco-German consultations. October 2nd, 1990, the day before the German Reunification, the French Republic and the eleven Länder of the FRG sign a treaty interetatic establishing the bases of the European cultural chain Arte (Association relating to the European Télévision S). March 13rd, 1991, the German pole of coordination of the chain, Arte Deutschland TV GMBH (ARD + ZDF) is created with Baden-Baden and on April 30th a European Groupement of economic interest (GEIE) is created with Strasbourg, whose members are, with parity the Seven and Arte Deutschland TV GMBH .
Birth of Arte
The first emissions of Arte are diffused simultaneously in France and Germany by satellite (TDF 1-2 and DFS1-Kopernikus) like by cable on May 30th 1992. The same year, following the voluntary liquidation of the Five, the SCUMS allots to Arte , at the request of the French government, the vacant hertzian frequencies left on the fifth French national terrestrial network. Starting from September 28th, 1992, the cultural chain is diffused on this network between 19:00 and 1:00. This crenel of diffusion is wide 19:00 with 3:00 on December 11th 1994. The regional chains ORB (Potsdam) and MDR (Leipzig), members of ARD since March 13rd, 1991, join Arte Deutschland TV GMBH on January 1st 1995. November 9th 1996, the five “new” Länder East-German adhere to the " Treaty inter-étatique" of October 2nd, 1990.

Statute
Arte is a European Groupement of economic interest (GEIE) created on April 30th, 1991 and whose two members are with parity:- Arte France held to 45% by France Televisions, to 25% by the French State, 15% by Radio France and 15% by INA.
- Arte Deutschland TV GMBH held jointly by the German public channels ARD to 50% and ZDF to 50%.
Mission
The Grouping aims to conceive, realize and diffuse, or make diffuse, by satellite or any other means, of the television programs being cultural and international in the broad sense, and suitable to support the comprehension and the bringing together of the people in Europe (article 2 of the Contract of Formation of Arte GEIE).
Operation
the General meeting , which meets four times per annum, makes the decisions concerning the main trends of the chain, votes the budget, names the committee of management and the persons in charge of services of Arte GEIE. It is composed of six French and six Germans representing the members of the GEIE. The associated partners, RTBF, TVP and ORF, take part at this assembly with advisory voice.President:

The Power station of Strasbourg decides overall strategy, general design of the program of Arte and programming of the emissions. It is responsible for the Diffusion emissions as well as presentation and the multilingual treatment of the programs. It also ensures the production of the data transmission, magazines and certain evenings sets of themes. Arte GEIE defines and coordinates the communication of the chain and manages the relations with the european partners.

Independence
On proposal of Catherine Trautmann, minister Frenchwoman of the Culture and Communication of the government Jospin, Sept-Arte is maintained apart from the holding France Televisions by an amendment voted with the Sénat, on January 18th, 2000. This choice testifies to the listening of the minister to the arguments formulated as of on November 9th, 1999 by the personalities which were at the origin of Arte (Pierre Soulages, Pierre Boulez, Pierre Bourdieu, Bernard Faivre d'Arcier, Francoise Héritier, Yves Jaigu, Jean-Michel Meurice, Érik Orsenna).Arte is thus not controlled by the SCUMS. The chain is indeed subjected to the monitoring and the control of its only members, " other than any intervention of public authority, including independent authorities in charge of the regulation of audio-visual in the country of the seat " (article 1st of the Treaty interetatic).
Leaders
the Committee of Management directs the chain to the daily newspaper and gives an account regularly of its action to the general meeting. It is composed of four members: the president, the vice-president, the director of the programs and the director of management. The representatives of each european partner (public channels RTBF, TVP, ORF, SRG Swiss SR idea, TVE, YLE and NPS) take part in widened meetings of the Committee of Management, with advisory voice. the Conference of the programs defines the leading line of the chain and establishes the grid of the programs submitted to the general meeting. She meets once a month with the Power station of Strasbourg to select the emissions suggested by the Poles and to decide on their programming. The Conference of the Programs includes/understands four persons in charge of the Power station of which the director of the programs, who chairs it like two representatives of the French and German Poles and a representative of each associated partner, with advisory voice. The other european partners are also invited there according to the day order.

Sit
The first seat of the chain was with the 2a street of the Foundry with Strasbourg between 1992 and 2003. May 3rd, 2001, Catherine Tasca, minister Frenchwoman of the Culture and the Communication, like Jobst Plog and Jerome Clement, pose the first stone of the new head office of Arte near the European institutions with Strasbourg, project of the team of Franco-German architects Hans Struhk/Paul Maechel. Arte GEIE takes possession of it on April 28th, 2003 and inaugurates it on October 13rd of the same year.-

Information
Arte launched out in information in 1999 with a format short all in French image with accompanying notes and German, the 8 ½ , diffused every evening with 20:30. Arte-information succeeded to him in 2001 pennies the shape of a newspaper of current events presented each evening to 19:45 by two French and German presenters, William Irigoyen (former student of the Celsa) and Jürgen Biehle. The newspaper is thus doubled in the foreign language with the presenter. This newspaper has the role to be focused on the international topicality and more particularly on that which relates to the 27 Member States of the European Union One second edition all in image is diffused in the night around 0:15.-
Arte Reportage comes to clarify every Wednesday with 21:30 since January 7th, 2004 the great stakes of the world and the topicality. This magazine of 52 minutes international topicality is composed of three reports and is alternatively presented by Andrea Fies and Nathalie Georges.

Thema
The evenings Thema of Arte are evenings sets of themes which articulate various audio-visual documents around a subject: documentary, film of cinema, discusses sometimes. The topics are very varied: from one period of the history with discovered of a country, a subject of company on lighter subjects.- Evening Thema of Tuesday or what I interfere myself : this short version of the evenings Thema (documentary follow-ups of a debate) is interested on political subjects or of topicality with a polemical debate. It was created by the journalist Daniel Leconte who presented it to his beginnings. It is now presented by Herve Claude, Jürgen Biehle or Simone von Stosch.
- Evening Thema of Sunday: this long version is built on a film and several documentary covering varied subjects of company.
Diffusion
ARTE is diffused in France 19:00 with 3:00 in Analogique by terrestrial, satellite hertzian diffusion Atlantic Bird 3, and Câble, in Numérique it is diffused 24:00 /24 in terrestrial hertzian diffusion TNT, on the satellites Astra 1D, Hot-Bird, Atlantic Bird 3 and on all the cable networks in France, in Germany, Belgium, with the Denmark, the Luxembourg and in Suisse. ARTE is also diffused in twenty French-speaking African countries starting from the numerical bouquet CanalSat Horizons since April 2002. The cabled chain New Yorkean Cuny TV launched the diffusion of a weekly box ARTE since November 29th, 2002, making it possible approximately 2 million hearths to the the United States to once follow per week its programs in French language.ARTE, television without borders, is diffused simultaneously in several languages, in all the Europe, since Strasbourg. The linguistic adaptations are done by Sous-titrage, Doublage, voice over, comment in voice-over or interpretation. And in Belgium, it is diffused 19:00 with (+) 3h00
Since October 2007, ARTE is also diffused with the demand on Internet, but exclusively bound for Germany and for France.
