Chen Shui-bian

Chen Shui-bian [[Chinese language|Chinese]: 陳水扁, Pinyin: Chén Shuǐbiǎn, EFEO: Tch' in Chouei-pien, Lagging-Gilles: Ch' in Shui-pien; Taiwanese: Tân Chúi-píⁿ] (1950 -), is a politician of the République of China (Taiwan). It is president of the Republic of China since the May 20th 2000. Chen chairs also the Democratic party progressist (known under his English acronym of DPP ), a party supporting the independence of the island of Formosa of the Popular republic of China. The Taiwaneses allot the nickname A-bian (阿扁 to him; Ābiǎn; or in Taiwanese A-píⁿ--a).

Chen causes a great polarization on the Taiwanese political scene. Its partisans see in him a chief visionary and courageous, defending the democracy and the sovereignty of Taiwan against continental China. Its adversaries, on the other hand, highly reproach him its dogmatism, its flamboyance irresponsible and the danger which it makes run to the inhabitants of the island by its decisions concerning the Taiwan-China relations. Researchers and specialists in international relations think however that Chen Shui-bian should adopt a foreign policy with respect to China similar to that of the Finland with regard to old the Union of the Soviet socialist republics. This would as well make it possible to preserve the sovereignty of Taiwan and to safeguard the economic profits of the island.

Origins

Contrary in the majority of politicians of the island, Chen was born in a family from the poor sharecroppers, the second day of the 9th month of the lunar year, in the canton of Kuantien, county of Tainan in the south of the island. Its certificate of birth dates from the February 18th 1951, that is to say a few months after its birth because his/her parents did not think that he would survive a long time.

In spite of and in reaction to this not very favourable environment, Chen succeeds of the excellent studies: in June 1969, it obtains the second place with the entrance examination of the Universities and integrates the National university of Taiwan. It starts with studies of administration of the companies before moving quickly towards the right. Chen is received with the bar very quickly and becomes the youngest lawyer of the island. It obtains a diploma in commercial law in 1974.

Family

Chen marries Wu Shu-chen (吳淑珍), girl of doctor, in 1975. An accident (1985, considered by some as an attack) left it paraplegic. From this union were born a girl Chen Hsing-yu (), who is Dentiste, and a son Chen Chih-Chung (), who after obtaining his diploma for the occupation of lawyer, continues his studies with the the University of California to Berkeley, the United States. The two children of Chen are married, the girl in 2001, the son in 2005.

In May 2006, the son-in-law of Chen, Chao Dog-ming (趙建銘) as well as the father of this last Chao Yu-chu (趙玉柱) were shown of offense of initiate as regards stock exchange negociations. Chao Dog-ming was condemned to a sorrow of seven years detention in December 2006, confirmed in June 2007. Wu Shu-chen was also suspected of stock exchange embezzlements and corruption. Chen Shui-bian cannot legally be put in examination during its mandate. A parliamentary motion of the opposition to dislocate it its functions deposited rejected in June 2006 then. As from September 2006, a whole of demonstrations was orchestrated by Shih Ming-you (施明德) to ask for the resignation of Chen. A legal procedure was finally started in November 2006 against Wu Shu-chen and three members of the presidential office for détounement of public funds allotted for diplomatic missions which, according to the indicters, would not have taken place. The procedure is always in progress in July 2007.

Employment

With 1976 with 1989, Chen is associated at Formosa International Marine and Commercial Law , a company of maritime law and commercial where it specializes in maritime law and manages for the firm the portfolio of Evergreen Marine Corporation (EMC).

Public life

Presidential election of 2004

March 19th, 2004, at the end of the electoral campaign, Chen was victim of an attack. A sniper, on Chinhua Road, in its birthplace of Tainan, slightly wounds it with the belly. The mysterious circumstances of this attack causes various interpretations of which that of a setting in scene orchestrated by the outgoing president him to even attract the sympathy of the voters whereas according to the surveys it is in difficulty vis-a-vis its adversaries. Today still the partisans of the blue party support this assumption. The setting in state of alert of the army after the attack prevented many soldiers from voting. That could have a positive effect for Chen, since the soldiers vote traditionally for the blue party: Chen gained the election of 30.598 votes in advance, that is to say 50,11  % of the voices against 49,89  % with its adversary Bond Chan.
