Better technology available
In Europe, the better technique available (MTD) is the Technique which satisfies best the criteria of Sustainable development.
The MTD is defined in priority compared to the performance environmental (Gaz with greenhouse effect, acid substances, emissions in the air, rejections). It is elaborate pursuant to the European directive 96/61/EC, known as IPPC, of the Council of September 24th, 1996 on pollution by the industrial processes. This directive must be applied on October 30th 2007.
The MTD are indexed in documents called " BREF" (BEATS refers documents or reference documents on the MTD).
In the ideal, the MTD should respect the criteria of the three pillars of the Sustainable development: economic, social, and environmental, as well as the criteria of Governorship.
