Bernhard Heinrich Karl Martin von Bülow , born on May 3rd, 1849 and dead on October 28th, 1929, was a German politician . He was imperial Chancelier October 16th 1900 until the July 16th 1909, date on which he resigned.
In its Memories of the chancellor prince de Bülow , published in 1931, he writes in connection with the Traité of Versailles (1919): “Never was not inflicted with people, with more brutality, a peace also overpowering and as ignominieuse as with the German people the ashamed peace of Versailles. In all the wars of the last centuries, negotiations between winner and overcome had preceded the conclusion by peace… But a peace without preliminary negotiations, a peace dictated like that of Versailles, is as little a true peace as there is not transfer of property when a brigand reverses with ground unhappy and then the constrained one to give its porte-monnaie to him”.
