Created at the same time as the Company of development of the James Bay and the Company of energy of the James Bay, between 1971 and 1972, the Municipality of Bay-James is a municipality of the special type directed by the mayors of the four cities of Jamésie, namely the mayors of Chapais, Chibougamau, Lebel-sur-Quévillon and Matagami, by the presidents of the localities of Radisson, Valcanton and Villebois like by a representative of the territory not urbanized.
