Authority of the Channel of Panamá

The Authority of the Channel of Panamá (Spanish: Autoridad LED Channel of Panamá ), or ACP is the agency of the government of the Panamá responsible for the operation and the management of the Canal of Panamá. The ACP STATE replaced the Commission of the Channel of Panamá (arranges panamo-American which managed the channel) the December 31st 1999, when the channel was returned by the the United States in Panamá.

Responsibility

The ACP STATE is established according to title XIV of the National Constitution and with the exclusive responsibility for the operation, the administration, management, safeguarding, the maintenance and the modernization of the channel.

The Organic law of the ACP STATE adopted the June 11th 1997 gives the legal authority for the organization and the operation of the channel.

Organization

Because of its single nature, the ACP STATE enjoys an financial autonomy and property the benefit the channel.

The ACP STATE has at its head an administrator and an associated administrator, supervised by an assembly of directors. The administrator is the legal representative of the Authority and is responsible for the implementation of the decisions of the assembly. He is named for a mandate of seven, renewable once; the current administrator is Alberto Alemán Zubieta.

The assembly of the directors includes/understands:

  • Last nine members named by the president of Panamá, after approval of the legislative majority.
  • a director is named by the legislative branch.
  • the president of the assembly is also the Minister for the Businesses of the Channel, he is named by the President.

The law defines the channel as being an inalienable inheritance of the Republic of Panamá; it cannot thus be sold or transferred from some manner.
