Alain Juppe
Alain Juppe , born the August 15th 1945 with Mount-with-Marsan, in the Moors, is a Politician French.
Prime Minister of France of May 1995 at June 1997, Minister of state, of ecology, the development and installation durable from May to June 2007, it is Maire of Bordeaux, June 1995 to December 2004 and, again, since October 2006.
Biography
Origins and studies
Alain Juppe is the son of the gaullist Robert Juppe, owner agricultural, and of Marie Darroze (1910-2004) resulting from a family of sharecropper S landais.
After brilliant secondary studies with the College Victor Duruy with Mount-with-Marsan (Landes), where it receives the first prices of Greek and Latin to the open Competition of the colleges, it obtains its vat in 1962 at the 17 years age. It enters in preparatory class to the Louis-the-Large Lycée to Paris, and integrates, in 1964, the National university. It obtains the aggregation of traditional letters and studies with the Institut of political studies of Paris in 1968, then with the National school of administration of 1970 with 1972, after having achieved its military service of 1969 with 1970.
Political career
The beginnings (1969-1981)
Alain Juppe affirms to have voted for Alain Krivine at the time of the presidential election of 1969. Of 1972 with 1976, it is Tax inspector. In 1976, he becomes a collaborator of Jacques Chirac then Prime Minister, then adviser technical with the Ministère of the Co-operation, until in 1978.
This year, it is presented, without success, with the legislative elections with Mount-with-Marsan, as a candidate of the RPR. He works, then, at the sides of Jacques Chirac to the Mairie of Paris. In 1979, it is elected at the national council of the RPR, and is named assistant with the direction of finances and the economic affairs of the Ville of Paris, of which it is the Directeur of 1980 with 1981. national secretary of RPR in charge of the economic recovery and social (1984-1986).
The access to the delegation and the ministerial wallet (1988-1995)
While following Jacques Chirac to Paris, it is established in the 18th district of the capital, ground of the “band of 18th” of the socialist figures which are Lionel Jospin, Daniel Vaillant, Bertrand Delanoë and Claude Estier. He becomes general secretary of RPR (1988-1995) After appointbeing appointed European at the time of the poll of 1984, he is elected appointed of Paris at the time of the legislative ones with the poll proportional in 1986, and re-elected in the 18th district in 1988 with the uninominal system, then in 1993 as of the first turn.

With the declaration of candidature of Jacques Chirac for the presidential election on November 4th, 1994, Alain Juppe becomes president of RPR by interim. Jacques Chirac, then mayor of Paris, being elected in the supreme office, Alain Juppe is named Prime Minister in May 1995 and preserves the presidency of RPR.
Prime Minister (1995-1997)
Alain Juppe preserves the direction of the party neo-gaullist until the defeat of the right-hand side at the legislative elections of 1997. It will direct two governments from May 17th, 1995 to June 2nd, 1997. In June 1995, he is also elected mayor of Bordeaux, thus succeeding Jacques Chaban-Delmas, then, in 1997, appointed. President Chirac will say of him: “it is probably the best among us”.
The “plan Juppe”, important reform project of the Social security presented to the National Assembly in November 1995, will have been worth with its author much incomprehension and oppositions and started a vast social conflict in the worldwide. In spite of the support brought by the CFDT for Alain Juppe, the strike movements (of the Railwaymen in particular), of November and December 1995 of “defense of the Social skills”, are right of its determination and it must yield on the extension to the public modes the measurements decided in 1993 by Edouard Balladur for the basic retirements of the private sector. In spite of that, the remainder of the plan is set up, and takes part in the recovery of the accounts of the Social security by the rise of the CSG, the creation of the CRDS (Contribution for the refunding of the social debt), the fixing of quantified target of increase in the expenditure of health insurance and the freezing of the family allowances. After the dissolution of the National Assembly by the president Chirac, the legislative elections of 1997 are gained by the opposition, forcing the Juppe government with the resignation.
Of UMP to the new functions (2002-2007)
He is re-elected appointed the June 16th 2002, for XIIe legislature (2002 - 2007), in the 2nd district of the the Gironde. He founds then the UMP and becomes the president about it after an organized election in October of this same year.
Withdrawal with the revival
The declaration of its ineligibility in 2004 the conduit to leave its parliamentary, municipal functions and partisanes, Nicolas Sarkozy taking the direction of UMP. Its assistant Hugues Martin succeeds to him the town hall of Bordeaux, like for his mandate of deputy. The Urban community of Bordeaux, from which he was president, rocks on the left with the profit of the Socialist Alain Rousset, in addition President of the area Aquitaine.
In 2005, in spite of movements in the Québécois university world, it teaches with the National school of public administration (ENAP) with Montreal (Quebec). Marie-Helene of Esgaulx, appointed UMP of the Gironde and national secretary of the party, created a polemic in October 2005 by declaring in margin of a public meeting of the UMP that Alain Juppe wished to present to the legislative elections 2007 in the Gironde. The interested party was not long in announcing by the means of sound blog that it did not have " - neither in Paris nor in Bordeaux - no spokesperson whose declarations could (it) engager".
In May 2006, Alain Juppe visits the Mexico for conference series on universalization and the advantages and disadvantages of the France vis-a-vis universalization.
At the end of August 2006, Alain Juppe returns from the Quebec and announces its intention to be started again in the political life and to reconquer the armchair of mayor of Bordeaux. The August 28th, majority UMP-UDF of the municipal council of Bordeaux (except the mayor associated Hugues Martin and two, in order to dispatch the " businesses courantes") resign. The city council men of opposition do not resign, but the number of resigners is sufficient to impose the organization of a new municipal election and to thus make it possible Alain Juppe to return to the businesses. The August 29th, Alain Juppe announces, at the time of a press conference, its candidature for the municipal elections partial fixed at October 8th and the legislative of 2007.
The return on the political scene
The October 8th 2006, the list of Alain Juppe (UMP - UDF - PR) is elected as of the first turn of the anticipated municipal election of Bordeaux with 56,24% of the voices, and Alain Juppe becomes again mayor of Bordeaux.

At the time of the presidential Election of 2007, Alain Juppe supports officially Nicolas Sarkozy.
The May 18th 2007, Alain Juppe is named Minister of state, minister for Ecology, the Development and Installation durable, within the government of Francois Fillon.
The June 17th 2007, at the time of the legislative elections, Alain Juppe loses the 2nd district of the Gironde, with the profit of the Socialist Michele Delaunay. He announces his intention to present the following day his resignation. But the resignation of the government of Francois Fillon, presented on June 18th to the president of the Republic - traditional resignation following the election of a news assemblée -, avoids in Alain Juppe formally presenting her resignation.
Legal affairs
Apartment of Laurent Juppe
In June 1995, the Duck connected publishes an internal document of the Ville of Paris, signed hand of Alain Juppe, giving order to her services to decrease the rent of his/her Laurent son, placed in a concerning apartment discrete properties of the Town of Paris, Rue Jacob. He is tenant, at a price defying any competition, of an apartment of 189 m ² in the same street, where work for several million francs to the expenses of the taxpayers is completed. A complaint for “illegal catch of interests” is deposited by the Association of the Parisian taxpayers created ad hoc by Arnaud Montebourg, at the time young adherent lawyer of the socialist party.
The business is classified by the public prosecutor of Paris, Bruno Cotte, which considered that the offense of “illegal catch of interests” was established. He however announces his intention to classify the file if Alain Juppe leaves her apartment. The public prosecutor close the Court of Appeal of Paris, Jean-François Burgelin, then publishes an official statement, approved by the Ministère of Justice, affirming that the infringement was not made up and that it was in any event prescribed. However, the decision of classification forced Alain Juppe to move. August 28th, 1995, the Minister of Justice Jacques Toubon ordered with Bruno Cotte to leave the parquet floor of Paris.
Fictional jobs of the Town of Paris
In 1998, Alain Juppe is put in examination for “breach of trust, concealment of abuse of corporate asset, and is taken illegal of interest” for facts made as a general secretary of the Rassemblement for the Republic, and assistant mayor of Paris to finances, 1983 to 1995. He was regarded as a key component of a system of secret funding of employment within RPR financed by the Town hall of Paris and the companies eager to sign from the public contracts (its personal secretary in RPR itself was remunerated by a company, the real group Ségur, then by the Town of Paris).
The January 30th 2004, it is condemned by the Magistrates' court of Nanterre to eighteen months of suspended sentence in the Affaire of the fictional jobs of the town hall of Paris and to a ten years sorrow of Inéligibilité. This first judgment largely is commented on in the press, criticized by the majority, awaited in particular according to:
Alain Juppe in the search of human means appearing to him necessary for the action of RPR deliberately made the choice of a certain effectiveness while resorting to illegal arrangements That the nature of the made facts is unbearable with the social body like opposite with the general will expressed by the law; that thus acting, Alain Juppe has, whereas it was invested of a public electoral mandate, misled the confidence of the sovereign people.
The call interjeté by Alain Juppe, immediately after her judgment, causes to suspend the application of this decision until the stop of the Court of Appeal. February 1st 2004, this one reduces the judgment to fourteen months of suspended sentence and a year of Inéligibilité.
The court commented on:
It is regrettable that at the time when the legislator became aware of the need for putting an end to punishable practices which existed at the time of the financing of the political parties, Mr. Juppe did not apply to his own party the rules that it had voted at the Parliament. It is also regrettable that Mr. Juppe, whose intellectual qualities are unanimously recognized, did not believe to have to assume in front of justice the whole of his criminal responsibilities and maintained the negation of established facts. However, Mr. Juppe devoted himself during many years to the service of the State, did not draw any personal enrichment from these infringements made for the benefit of the whole of the members of his party, of which it should not be the Scapegoat.
He resigns the shortly after his last mandate, that of mayor of Bordeaux.
