Alain Bournazel

Alain Bournazel (born the June 3rd 1941 with Béziers) is a senior official and a Politician French.

Biography

Formation

Former student of Saint-Cyr military school, it also was raises with the National school of Administration (ENA).

Alain Bournazel is in charge of the Mission of control economic and financial of employment and professional training to the Ministère of the Economy, Finances and Industry.

It is interested, in particular, with the problems of the state education.

Vice-presidency of the Aquitaine region

In 1986, he becomes vice-president of the Aquitaine region to education and training.

Within this framework, it developed what it calls “the pentagon of professional training”. “The performances of an organization must integrate the factors of dynamism passed, present and future. A battery of five indicators (“Pentagon”), declined starting from the logic of results and covering the essential functions of an organization makes it possible to locate its performances compared to those of the other structures. The five indicators of the Pentagon are designed like a coherent unit to apprehend the effectiveness of the actions of a training company: the indicators of results and the indicators of impact are located from a point of view of results and give an account of the performances of the organization taking into consideration its essential mission, the formation. The indicators of results relate to knowledge and know-how acquired in formation and are rather easily measurable. The indicators of impact attempt to measure the impact of the formation on becoming it of the trainee or the work environment after the catch of station. They are appreciated currently than strictly measured; the social indicators take account of the constraints imposed by the public authorities or the silent partners deprived for certain categories of trainees (methods of recruitment, financings granted, etc); the indicators of accompaniment and follow-up correspond to elements which do not take part directly of the formation, but which contributes to improve the performances of the formation: buildings, resources at disposal of the trainees, animation, activities related, lodging, restoration… ; the indicators of innovation make it possible to apprehend the prospects for future results, while being pressed on all the elements likely to contribute to the progression of the organization: actualization of the reference frames, new public accommodated, widening of the offer, use of new technologies, capacity to answer European or international invitations to tender; finally, the economic indicators and financial appreciate the costs of the various categories of education acts, and contribute to locate the performance. ” (extracted from a maintenance for the Trade union Independent Consultants and Trainers (SICFOR)

Foundation of RIF

June 18th 1998, with Jean-Paul Village, Michel Pinton, cofounder of the UDF and Etienne Tarride, former general secretary of the republican Initiative and Socialist, it creates General states of the National sovereignty.

April 26th 2003, with Paul-Marie Knives and Jean-Paul Village, it founds the Rassemblement for the Independence and the Sovereignty of France (RIF) from which he becomes the general secretary. Within this framework, it militated for “not” with the French Référendum on the treaty establishing a Constitution for Europe May 23rd 2005.

Many personalities of the RIF also take part in the Forum for France, a political regrouping rested by the General Welsh Pierre-Marie, the Ambassador of France Pierre Maillard and Henri Fouquereau, president of the Democratic Mouvement French.
