Ahmed Ouyahia
Ahmed Ouyahia (1952--) Algerian Politician is a . General secretary of the democratic national Gathering (RND) since 1999, he was Prime Minister for the Algérie 1995 with 1998 and of May 2003 to May 2006.
Of origin kabyle, Ahmed Ouyahia is graduate national school of administration (1975) and graduate of higher learning in political sciences (Algiers). He is married and father of two children.
Biography
Childhood and education
Ahmed Ouyahia was born the July 2nd 1952 in Bouadnane in current the Wilaya de Tizi-Ouzou, in Kabylie, Berber area of the north of the Algérie. After primary studies with Algiers of 1958 to 1965, it enters to the El-Idrissi college and obtains the Baccalauréat be-letters in 1972. The same year it passes the entrance examination to the National school of administration of Algiers, that it succeeds, among the three first with certain an Ahmed Attaf (future Algerian diplomat and member of the RND). It specializes then in the diplomacy and is graduate higher learning in Political sciences in 1976. It makes its service of 1977 with 1978, qu ' it passes to the enclosure of El Mouradia of the Algerian presidency where it integrates the team of the public relations.
Diplomatic mission
In 1978, it enters to the Ministry for Foreign Affairs to the department of the African businesses. It is then sent, in 1981, like advising with the foreign affairs with the ambassador of Algeria in Ivory Coast, then in 1984, with the direction of the permanent Mission of Algeria to the the United Nations with New York. From 1988 to 1989, he becomes Algerian Co-representative with the Safety advice of the United Nations, then starting from 1990, adviser at the Ministry for Foreign Affairs in Algiers, to become managing director of the African department of the ministry.
He directs the department African until August 1992 when he is sent as ambassador to the Mali charged to negotiate peace like intermediary in the conflict between the government Malian and the movement Touareg, Azaouad, and led with the creation of the treaty of “national Pact” of Bamako. He is recalled in Algeria in August 1993 to be used in the government of Redha Malek as Sous-secrétaire of State for the Arab and African businesses. He enters in April 1994, into full “civil war”, with the directing cabinet of the president, then in exercise, Liamine Zéroual, where he is in charge of the political matters, in particular for the negotiations with the Islamic front of the hello (MADE) and the preparation of the presidential election of 1995 that president Zéroual gains in November 1995.
National policy
Man of the seraglio, famous near to the soldiers to the capacity, it is appointed Prime Minister on December 31st, 1995 by the president Liamine Zéroual. Post that it will preserve until December 15th, 1998, when Liamine Zéroual announces that it will not be represented for the election of 1999. Whereas Abdelaziz Bouteflika is elected president of the republic in December 1999, it is named Minister of state and Minister for the justice of the first government of Ali Benflis. Leader of the democratic national Gathering (RND), Ahmed Ouyahia is elected general secretary of the party. During the conflict between the Ethiopia and the Érythrée, president Bouteflika, then president of the Organization of African Unity (OAU), charges it with carrying out the negotiations of resolution of the conflict which lead by the signature of an agreement of suspension of the hostilities in Algiers in December 2000.
Ahmed Ouyahia gives her resignation to the president after the defeat of her part, the RND, with the legislative elections of June 2002. It is named Minister of state for the new government, and Special representative of the president, posts honorary but without budget nor decision-making power. After the political crisis between president Bouteflika and Ali Benflis, become serious claiming with the presidency, which is drawn aside, Ahmed Ouyahia is named Prime Minister, for the second time. Pushed, it gives its resignation on May 24th, 2006, after negotiations between the parties of the “presidential cohalition”, its part, the RND, FLN and MSP.
